Seán Fleming: That is one of the reasons that we want to talk to Dr. Graham Love. The Department should not accept that. Just because they know of an infringement does not make it correct. We will return to this topic. The expectation would be that steps would be taken by the relevant institute to rectify the position and ensure that a deficit position does not continue.

Seán Fleming: In other words, the accounts will include charges for depreciation on assets that will create a loss but depreciation is not a cash outflow. Therefore, even though the profit and loss account may show a loss due to charges like that, there could still be cash in the bank. Just because there is a trading loss does not mean that an entity will be in overdraft.

Seán Fleming: Some of the unpaid creditors have not yet been paid. An organisation can be in deficit but still have cash in the bank. It is a subtle accounting difference but an important one. They will be the same in the long run but at any time a body can be in deficit but have cash in the bank.
