Joan Burton: On collective bargaining, where there is a similar case to Dunnes Stores and the employer does not engage with the industrial relations machinery of the State, the court can make a recommendation under the proposed collective bargaining legislation which can then be enforced by the Circuit Court. The answer to the Deputy's question is "Yes".
