Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Medicinal Products, Medicated Feed and Fertilisers Regulation Bill 2022: Discussion (Resumed) (11 Oct 2022)

Paul Daly: The Department has accommodated them by tying them to a list. This is where I was coming from in my first point. The responsible person will not have that much wriggle room if I have a prescription since March and I have had a bad summer. The provider will have to give what the Department and the HPRA have decided is an identical product.

Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Medicinal Products, Medicated Feed and Fertilisers Regulation Bill 2022: Discussion (Resumed) (11 Oct 2022)

Paul Daly: Veterinarians will not deal with anyone, and they would be in the right not to. It would not be professionally ethical for them to do it.

Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Medicinal Products, Medicated Feed and Fertilisers Regulation Bill 2022: Discussion (Resumed) (11 Oct 2022)

Paul Daly: I will be brief as most of the questions I intended asking have already been asked, that last question being one of them. I see the relevance and the importance of the Bill and I welcome it. We want to see it in action but there is a slight flaw in the sense that the register is going to record what a person purchases, not what is spread. I can see the Northern Ireland Border issue being a...

Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Medicinal Products, Medicated Feed and Fertilisers Regulation Bill 2022: Discussion (Resumed) (11 Oct 2022)

Paul Daly: Does the Minister of State think that will work, again going back to the question on the Border?

Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Medicinal Products, Medicated Feed and Fertilisers Regulation Bill 2022: Discussion (Resumed) (11 Oct 2022)

Paul Daly: I hope it does but I have reservations. I would prefer if there was some way of monitoring what is actually spread rather than what is purchased. With the border issue, there will be opportunities for a very intensive farmer, who will have a neighbour or family member who might not be near as intense, and they will put fertiliser on their register. That potential is there. I am not saying...

Seanad: An tOrd Gnó - Order of Business (6 Oct 2022)

Paul Daly: This morning I want to discuss again the latest narrative on potential energy shortages. The Minister with responsibility for energy needs to come to the House for a debate on the issue. I would like to see the debate focused on the role of the energy companies in this potential and threatened crisis. I can give a number of examples. I have been contacted by somebody who installed solar...

Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Medicinal Products, Medicated Feed and Fertilisers Regulation Bill 2022: Discussion (Resumed) (5 Oct 2022)

Paul Daly: I welcome the representatives from the ILMA and the IPU. I will be brief because as I said last week, we have been over a lot of this and are at the stage where we want to be solution-focused. There is a lot of correlation between what we heard from both groups and what we heard from ICOS last week. What are the ILMA's issues with the Bill?

Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Medicinal Products, Medicated Feed and Fertilisers Regulation Bill 2022: Discussion (Resumed) (5 Oct 2022)

Paul Daly: Based on the figures from the witnesses about the drop-off in antimicrobials and what we heard last week, what are the ultimate consequences for them if those changes are not made?

Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Medicinal Products, Medicated Feed and Fertilisers Regulation Bill 2022: Discussion (Resumed) (5 Oct 2022)

Paul Daly: Is it down to the responsible person? How can these issues be addressed?

Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Medicinal Products, Medicated Feed and Fertilisers Regulation Bill 2022: Discussion (Resumed) (5 Oct 2022)

Paul Daly: I have a final question for the association. I am conscious that we do not want to fully concentrate on the veterinary medicine issue. The Bill also includes the fertiliser register. Many of ILMA's members sell fertiliser too. How are they fixed with regard to the implementation of technology and related training that will be required?

Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Medicinal Products, Medicated Feed and Fertilisers Regulation Bill 2022: Discussion (Resumed) (5 Oct 2022)

Paul Daly: That was a comprehensive answer. I have questions for the IPU. There has been much talk about the RP. When people train to become pharmacists in college, how much is orientated towards veterinary issues? The IPU is best placed to answer that question. Is there a substantial element of veterinary issues in training to be a pharmacist? The union mentioned the HPRA task force recommended...

Joint Oireachtas Committee on Agriculture, Food and the Marine: EU Nature Restoration Target: COPA-COGECA (5 Oct 2022)

Paul Daly: I suggest that Mr. Curley will answer the questions posed by Deputy Browne when the Deputies return. As the Chairman has explained, Senator Dolan and I will ask questions and if we get answers then I will suspend the meeting until the Deputies return. Like Deputy Fitzmaurice, I am trying to get my head around this matter. Mr. Curley is very well versed and knowledgeable about this matter...

Joint Oireachtas Committee on Agriculture, Food and the Marine: EU Nature Restoration Target: COPA-COGECA (5 Oct 2022)

Paul Daly: It will not be when wetted.

Joint Oireachtas Committee on Agriculture, Food and the Marine: EU Nature Restoration Target: COPA-COGECA (5 Oct 2022)

Paul Daly: Mr. Curley is saying the emphasis will be on arable land and that if somebody sets grass, it will be accepted as restoration. Am I picking him up correctly on that?

Joint Oireachtas Committee on Agriculture, Food and the Marine: EU Nature Restoration Target: COPA-COGECA (5 Oct 2022)

Paul Daly: Consider the case of land that has been in grass for the past 20 to 50 years, for sheep or other livestock, and that has peaty soil although it has never had turf harvested from it commercially or otherwise. Is that land part of the land being targeted?

Joint Oireachtas Committee on Agriculture, Food and the Marine: EU Nature Restoration Target: COPA-COGECA (5 Oct 2022)

Paul Daly: So, what happens the man who already has land in grass? Is Mr. Curley saying that a man who agrees to put grass cover on land that he is currently tilling will be returning it to a state in which it will capture carbon?

Joint Oireachtas Committee on Agriculture, Food and the Marine: EU Nature Restoration Target: COPA-COGECA (5 Oct 2022)

Paul Daly: I do not wish Mr. Curley to get me wrong. I am not in any way attempting to shoot the messenger. I am asking these questions to get my own head around the issue. I know we are probably on the one page. Will land that is already drained and used for grazing not be far less poached than land that is wetted and still used for grazing? A lot more carbon could be released if the water level...

Joint Oireachtas Committee on Agriculture, Food and the Marine: EU Nature Restoration Target: COPA-COGECA (5 Oct 2022)

Paul Daly: It kind of makes sense. None of it makes sense and it all makes sense, if you know what I mean. When we started out today, having read Mr. Curley's presentation, and when Deputy Fitzmaurice was asking his questions, I was happy that because we have so many commercial Bord na Móna bogs out of commission, we could have met all our targets. Now Mr. Curley is saying only 20% of the...

Joint Oireachtas Committee on Agriculture, Food and the Marine: EU Nature Restoration Target: COPA-COGECA (5 Oct 2022)

Paul Daly: Why would that be? One would imagine that if the idea is to hold carbon or improve biodiversity, the Bord na Móna bogs are the ones that need to be targeted. When Mr. Curley said only 20% of the land could be Bord na Móna owned, it sounded to me as if the measure was almost specifically designed to target agriculture.

Joint Oireachtas Committee on Agriculture, Food and the Marine: EU Nature Restoration Target: COPA-COGECA (5 Oct 2022)

Paul Daly: We will wait until Deputy Fitzmaurice comes back for Mr. Curley to go through the timelines. This might sound of the radar to Mr. Curley. The land I am talking about, which is probably the same in his situation, is at home where my father, God be good to him, got EU money to drain it. Now, depending on where the funding is coming from, be it compensation or otherwise, it sounds as though...
