- Seanad: Historic and Archaeological Heritage Bill 2023: Committee Stage (1 Mar 2023)
Seán Kyne: I thank Senator Boyhan for tabling this amendment. I raised this matter last week. I know the Minister of State said that it was not in his mind to change it. For continuity's sake the word "monuments" would be important. The original National Monuments Act was in 1930 so it would be right to have that continuity. Whoever is here in 2070 or 2080 when it might be time to amend things again...
- Seanad: Historic and Archaeological Heritage Bill 2023: Committee Stage (1 Mar 2023)
Seán Kyne: I raised this matter last week. Is the Minister of State happy with the terms of the definition of the word "thing" as it relates to a number of sections, including section 13. For example, section 13(10) states: Subsection (6)shall not place the Minister under any obligation to cause a thing the subject of a return referred to in subsection (4)(a), or the site of the thing, to be...
- Seanad: An tOrd Gnó (Atógáil) - Order of Business (Resumed) (28 Feb 2023)
Seán Kyne: I concur with the comments of Senators Ahearn and Carrigy on the role of the Minister, Deputy Coveney, and indeed all who have been involved in getting this over the line, in particular, as I said, the Minister, Deputy Coveney, the Tánaiste and Minister for Foreign Affairs, and the Taoiseach, as well as the new British Prime Minister and those parties in Northern Ireland that have worked...
- Seanad: An tOrd Gnó - Order of Business (23 Feb 2023)
Seán Kyne: I join with others in condemning the attack on the PSNI officer yesterday in Omagh. I extend solidarity to all his colleagues and family in the community as well. In Ireland, political parties and groups receive State funding largely based on the number of Oireachtas Members they have. This is a positive thing. It means we can help avoid the situation in other countries where money and...
- Seanad: An tOrd Gnó - Order of Business (23 Feb 2023)
Seán Kyne: Yes, I am asking for a debate on the matters of SIPO. Sinn Féin provided incomplete and inaccurate accounts to SIPO for 2021. These are very serious matters. They relate to trust and confidence, to standards in public office, to transparency and openness in our political system, and confidence which the public must have in those who receive millions of euro in public money. Right...
- Seanad: Rail Network: Statements (23 Feb 2023)
Seán Kyne: I welcome the Minister and acknowledge his drive, ambition and interest in this area. I will confine my contribution to the western rail corridor.I acknowledge the work of the West on Track campaign group which for a year has fought the fight for the western rail corridor. It was a difficult fight to maintain the line when alternative uses were being suggested for it. Part of that campaign...
- Seanad: An tOrd Gnó - Order of Business (22 Feb 2023)
Seán Kyne: I welcome the recent allocations by the Minister for Transport to Transport Infrastructure Ireland for national roads and greenways. However I urge a certain amount of caution regarding cost inflation within road projects I am not just talking about the major national road problems. I am also taking about the ordinary road maintenance budgets the local authorities have to spend. They...
- Seanad: Historic and Archaeological Heritage Bill 2023: Second Stage (22 Feb 2023)
Seán Kyne: I welcome the Minister of State and congratulate all involved in bringing forward this Bill. Having served for some time as Minister of State at the Department of Culture, Heritage and the Gaeltacht, I know the Bill has been some time in the making. There was a unique scenario whereby it went through pre-legislative scrutiny when much of its content had already been written, although there...
- Seanad: Report on Working Conditions and Skills Shortages in Ireland's Tourism and Hospitality Sector: Motion (22 Feb 2023)
Seán Kyne: I welcome the Minister and Deputy Niamh Smyth. I thank the committee members, including our colleague, Senator Carrigy, for their report. The committee is to be congratulated on taking on the work of hearing from representatives of the sector and initiating the report. The hospitality sector was identified in 2011 for inclusion in a stimulus package to boost employment and economic growth....
- Seanad: Welfare and Safety of Workers in the Public Health Service: Motion (22 Feb 2023)
Seán Kyne: I thank Senator Hoey and the Labour Party team for putting down this motion. Apologies, I was not here earlier. There is certainly no disrespect intended. It is safe to say the Fine Gael team on the Joint Committee on Health are active in terms of turning up, as are others as well. We had a good discussion on this important topic with the unions at the recent meeting of the Joint...
- Joint Oireachtas Committee on Health: Ambulance Services, Recruitment and Retention of Personnel, and Response Times: Discussion (22 Feb 2023)
Seán Kyne: I welcome the teams from the NAS and Dublin Fire Brigade. I wish to put on record my thanks to the NAS, the HSE and the Government for the new ambulance bases in Tuam and Mallaranny in the west of Ireland and the extra ambulance team in Galway city. There was a commitment initially to a new deployment base in Connemara but that has been extended now to a commitment to a full-time ambulance...
- Joint Oireachtas Committee on Health: Ambulance Services, Recruitment and Retention of Personnel, and Response Times: Discussion (22 Feb 2023)
Seán Kyne: As regards response time, how much of the delay is due to turnaround times at emergency departments? Obviously, Limerick is under pressure and Galway, too, has experienced pressure. Are those the two areas experiencing the greatest difficulties in terms of turnaround times?
- Joint Oireachtas Committee on Health: Ambulance Services, Recruitment and Retention of Personnel, and Response Times: Discussion (22 Feb 2023)
Seán Kyne: I thank Mr. Morton. Going back to the concerns about recruitment issues, Deputy Cullinane mentioned the recruitment campaign and the information we received. The report we have received under freedom of information, which is based on figures obtained over the seven years up to 1 November, show that there were 538 applications for posts of qualified paramedics. Some 405 of those applicants...
- Joint Oireachtas Committee on Health: Ambulance Services, Recruitment and Retention of Personnel, and Response Times: Discussion (22 Feb 2023)
Seán Kyne: Has it been decided that the multiple choice element will be changed?
- Joint Oireachtas Committee on Health: Ambulance Services, Recruitment and Retention of Personnel, and Response Times: Discussion (22 Feb 2023)
Seán Kyne: That is welcome. From what I was reading, there was a concern that the NAS was ignoring UL and concentrating on its own campaigns. The integration of the university's standards is welcome. UL has stated that since 2016, when its programme was established, many of its graduates have had to go to the UK and not one UK ambulance trust has required its students to undertake the type of exams...
- Seanad: An tOrd Gnó - Order of Business (16 Feb 2023)
Seán Kyne: The pandemic special recognition payment was agreed by Cabinet in January 2022 in recognition of the front-line workers across our State who did such valiant work during Covid. The Finance Act ensured that the €1,000 payment was tax-free. There was also a recognition of a special bank holiday on 18 March last year. For a long number of months, there have been concerns that people...
- Seanad: An tOrd Gnó - Order of Business (15 Feb 2023)
Seán Kyne: I express my sympathies to the families of John Keenan Sammon, Wojciech Panek and Christy Stokes who died tragically at the weekend in Galway when their car entered the water in the River Corrib at Menlo Pier. My thoughts are with their families and friends at this difficult time. Ar dheis Dé go raibh a n-anamacha dílse. Yesterday the Minister, Deputy Eamon Ryan, dismissed the...
- Joint Oireachtas Committee on Health: Nursing Home Charges: Department of Health (15 Feb 2023)
Seán Kyne: I thank Mr. Watt and the team for attending. It has to be acknowledged we have a much fairer system of health and nursing home care than in the past. The dialogue needs to move towards more in-home care than nursing homes, but there are situations, no matter how good a family is, where there is a need for nursing home care. The Attorney General’s briefing published a couple of weeks...
- Joint Oireachtas Committee on Health: Nursing Home Charges: Department of Health (15 Feb 2023)
Seán Kyne: Regarding the money paid out, I know a number of law firms took cases. Were they people or the descendants of people with the means to take such cases? Many people, perhaps, did not have the means and were, therefore, most likely not to have got recompense.
- Joint Oireachtas Committee on Health: Nursing Home Charges: Department of Health (15 Feb 2023)
Seán Kyne: It is a fair assumption that those who have the means get justice very often and those who do not, do not. The Minister has to come back within three months, I think, with where they are going. I take it from Mr. Watt's commentary in the opening statement and what I have heard that he will not suggest to the Minister that he provide a package of funding to recompense private cases.
