Seanad: European Convention on Human Rights Bill 2001: Second Stage. (18 Jun 2003)

Sheila Terry: I welcome the Minister to the House. As he has been on his feet for over 50 minutes I hope he has not exhausted himself. He will have a long day and will, perhaps, be back with us this afternoon. It is a busy week for all of us.

Seanad: European Convention on Human Rights Bill 2001: Second Stage. (18 Jun 2003)

Sheila Terry: I wish to share time with Senator Norris. Acting Chairman (Ms Terry): Is that agreed? Agreed.

Seanad: Intoxicating Liquor Bill 2003: Second Stage. (18 Jun 2003)

Sheila Terry: I welcome the Bill and agree with most of its provisions. Senators got the Bill in their post this morning and we are dealing with Second Stage today. More importantly, we are being asked to take Committee and Remaining Stages tomorrow. I do not understand why the Minister is seeking to rush the Bill through the House. I understand his desire to have it passed before the summer recess, but...

Seanad: Intoxicating Liquor Bill 2003: Second Stage. (18 Jun 2003)

Sheila Terry: I am a liberal person and I would have no difficulty with allowing public houses to remain open 24 hours a day if people were able to deal with alcohol in the way that people in Spain can deal with it. My son was working in a pub there last year and it remained open all night. Pubs in Spain close for an hour between 7 a.m. and 8 a.m., but there is no violence on the streets. The people there...

Seanad: Criminal Justice (Illicit Traffic by Sea) Bill 2000: Committee and Remaining Stages. (11 Jun 2003)

Sheila Terry: I move amendment No. 3: In page 5, subsection (2), line 24, after "request" to insert "is to be communicated at least within two days of receiving notification from the Minister in accordance with section 7(3) and". If the flag state is to receive preferential jurisdiction, should there not be a requirement that the convention or flag state be notified of a vessel arrested or a person on...

Seanad: Criminal Justice (Illicit Traffic by Sea) Bill 2000: Committee and Remaining Stages. (11 Jun 2003)

Sheila Terry: I thank the Minister of State for his response and accept it. Many delays can lead to a lengthy period. Can the Minister of State clarify that "without delay" would generally mean 14 days? It could be very open-ended. I accept that two days is not sufficient to gather the information.

Seanad: Criminal Justice (Illicit Traffic by Sea) Bill 2000: Committee and Remaining Stages. (11 Jun 2003)

Sheila Terry: I move amendment No. 5: In page 6, subsection (2), between lines 11 and 12, to insert the following new paragraph: "(d) inform the person of the evidence preferred against them by providing a summary of the evidence that it is proposed to give to the Convention State,". This may have been dealt with already at an earlier section. The amendment is to provide the person who has been arrested...

Seanad: Dublin Traffic Congestion: Motion. (11 Jun 2003)

Sheila Terry: As somebody who lives in Dublin, I am very aware of the congestion problems. Everybody in the House who travels to Dublin is also aware of them. The current conditions are absolutely unacceptable. We have listened to the Government and its predecessor talking about the various measures to be put in place to relieve the traffic problems in Dublin, but we have seen no improvement. The Luas...

Seanad: Dublin Traffic Congestion: Motion. (11 Jun 2003)

Sheila Terry: Is the Minister of State disagreeing with me?

Seanad: Dublin Traffic Congestion: Motion. (11 Jun 2003)

Sheila Terry: It is well known that this train is overcrowded and extremely dangerous. Most mornings during the week one will find people, if not getting sick, feeling very ill at the end of that journey, which is quite short. I do not think Senator Morrisey would disagree with me on this.

Seanad: Dublin Traffic Congestion: Motion. (11 Jun 2003)

Sheila Terry: Did Senator Dooley not hear the list I read out?

Seanad: Dublin Traffic Congestion: Motion. (11 Jun 2003)

Seanad: Dublin Traffic Congestion: Motion. (11 Jun 2003)

Sheila Terry: Did the Senator intend to say "could be" or "will be"?

Seanad: Dublin Traffic Congestion: Motion. (11 Jun 2003)

Sheila Terry: Senator Wilson has great imagination.

Seanad: Order of Business. (10 Jun 2003)

Sheila Terry: I would like to bring to the Leader's attention once more people with intellectual and other disabilities, many of whom were outside the gates of Leinster House today to try to highlight their difficulties. It is time the Ministers for Health and Children and Education and Science came to the House to discuss these issues, particularly in the light of the cutbacks that many families have to...
