David Stanton: Members are frustrated that the Government has deferred any possibility of Dáil reform into the autumn, if ever, despite the need for it here every morning. I have two questions. With regard to the decision of the Minster for Education and Science to get rid of special needs classes, will that require a ministerial order under secondary legislation, and what are the plans for that?
