Gnó na Dála - Business of Dáil (25 Nov 2020)

Catherine Murphy: In terms of accountability, what we are getting is five minutes per group for questions and answers. If we went into this and there was good faith shown by the Government, that would be one thing. Instead, the question it raises for me is what it is that the Government is afraid of. What has the Government got to hide?

Gnó na Dála - Business of Dáil (25 Nov 2020)

Catherine Murphy: That it is hiding something is the only conclusion one can come to from this very contained scenario that is being offered. What is wrong with a forward and backward exchange with sufficient time - ten minutes, say - to be used for questions and answers or statements, whichever one wishes to do? That is the way we have done things in the recent past. I do not understand why there is a...

Public Accounts Committee: 2019 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 34 - Housing, Planning and Local Government.
Local Government Fund
Chapter 2 – Central Government Funding of Local Authorities.
(25 Nov 2020)

Catherine Murphy: I welcome the witnesses. I will try to keep my comments focused and I would appreciate short replies as five minutes is a very short time. I would like to concentrate on local government funding. In his opening comments, the Comptroller and Auditor General referred to the complex ways in which central government funds flow to individual local authorities. That is a great understatement...

Public Accounts Committee: 2019 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 34 - Housing, Planning and Local Government.
Local Government Fund
Chapter 2 – Central Government Funding of Local Authorities.
(25 Nov 2020)

Catherine Murphy: I know many arguments are made to the effect that some parts of the country are different from others in terms of the rates base and so on. In fact, if we consider the gross expenditure and carry out a comparison between all local authorities, the counties with growing populations are always at the bottom of the list in terms of the amount of spend per head. There is a direct impact on the...

Vote 34 - Housing, Planning and Local Government.
Local Government Fund
Chapter 2 – Central Government Funding of Local Authorities.
(25 Nov 2020)

Catherine Murphy: I also want to come in on this very point. All I see in my constituency are long leases. Properties are leased for 25 years at 90% of market rent with reviews at four-year intervals. That is in cases where the maintenance is done. When the maintenance is not covered, 80% of market rent is paid. At the end of that period, the property is still owned by the developer. I cannot see where...

(25 Nov 2020)

Catherine Murphy: I ask Mr. Doyle to please do so.

Local Government Fund
Chapter 2 – Central Government Funding of Local Authorities.
(25 Nov 2020)

Catherine Murphy: With regard to value for money in the long term, we pay 90% of current market rent, reviewed every four years, in cases where outside maintenance is carried out by the developer, who owns the unit at the end of the period. I calculated that if rent is paid on 2,600 long leases over 25 years, the State will pay €865 million and own nothing.

Local Government Fund
Chapter 2 – Central Government Funding of Local Authorities.
(25 Nov 2020)

Catherine Murphy: It is a question of value for money. The figure I have used there is the Department's own figure, which is an average of €13,222 as the cost for each long lease every year. How is value for money put into that if one considers it over the lifetime of the house?

Greyhound Industry: Motion [Private Members] (25 Nov 2020)

Catherine Murphy: I will pick up on a point raised by my colleague, Deputy Cairns. We know that the grant from the horse and greyhound fund for 2021 is set to be €96 million, which is to be split in the ratio of 80:20 in favour of horse racing. This motion concentrates, as the Deputy said, exclusively on greyhounds. The greyhound sector will be funded by the Exchequer to the tune of €19.2...
