Public Accounts Committee: Transport Infrastructure Ireland: Financial Statements 2016 (12 Oct 2017)

Alan Kelly: Last year is at least 12 months. Was that early last year?

Public Accounts Committee: Transport Infrastructure Ireland: Financial Statements 2016 (12 Oct 2017)

Alan Kelly: Mr. Nolan might come back to the committee with that. It is probably more like a year and a half ago. What I am trying to get to is it is strange that there are criteria for capital projects planning and there is a heavy weighting for safety but it is a year and a half since he sat down with RSA officials.

Public Accounts Committee: Transport Infrastructure Ireland: Financial Statements 2016 (12 Oct 2017)

Alan Kelly: What two recommendations are at risk because of lack of funding?

Public Accounts Committee: Transport Infrastructure Ireland: Financial Statements 2016 (12 Oct 2017)

Alan Kelly: That is not TII's fault but is it not seriously worrying for the organisation? How many have not been delivered on?

Public Accounts Committee: Transport Infrastructure Ireland: Financial Statements 2016 (12 Oct 2017)

Alan Kelly: So 90 road safety schemes which have been identified as part of the RSA seven-year strategy will not be delivered. People will die on these roads and Mr. Nolan is saying they will die because the TII has not been given the funding for them.

Public Accounts Committee: Transport Infrastructure Ireland: Financial Statements 2016 (12 Oct 2017)

Alan Kelly: That is extraordinary.

Public Accounts Committee: Transport Infrastructure Ireland: Financial Statements 2016 (12 Oct 2017)

Alan Kelly: That is one of the most extraordinary revelations the committee has heard and we have heard many.

Public Accounts Committee: Transport Infrastructure Ireland: Financial Statements 2016 (12 Oct 2017)

Alan Kelly: The TII's national roads maintenance budget is €37 million. I presume that is only a fraction of what the organisation needs.

Public Accounts Committee: Transport Infrastructure Ireland: Financial Statements 2016 (12 Oct 2017)

Alan Kelly: I acknowledge that. It is just about keeping the assets at the level required.

Public Accounts Committee: Transport Infrastructure Ireland: Financial Statements 2016 (12 Oct 2017)

Alan Kelly: The TII is basically at half of what it requires in funding. The budget was €80 million once.

Public Accounts Committee: Transport Infrastructure Ireland: Financial Statements 2016 (12 Oct 2017)

Alan Kelly: I was Minister of State in that Department. The money that goes to local authorities for national roads maintenance comes from the Department. Does it not go through the TII's project reporting system, PRS?

Public Accounts Committee: Transport Infrastructure Ireland: Financial Statements 2016 (12 Oct 2017)

Alan Kelly: It is a pass-through cost. What role has TII regarding the funding?

Public Accounts Committee: Transport Infrastructure Ireland: Financial Statements 2016 (12 Oct 2017)

Alan Kelly: The TII just makes the payments. It does not analyse the funding or anything like that. It goes to local authorities for regional and local roads.

Public Accounts Committee: Transport Infrastructure Ireland: Financial Statements 2016 (12 Oct 2017)

Alan Kelly: Why? I used to be a Minister of State in that Department and I know what it does. This is not a departmental question. These roads connect on the network with the roads managed by TII. Should TII not keep an eye as regards continuity on how that money is being spent and whether it is being used as effectively as it should?

Public Accounts Committee: Transport Infrastructure Ireland: Financial Statements 2016 (12 Oct 2017)

Alan Kelly: I understand that.

Public Accounts Committee: Transport Infrastructure Ireland: Financial Statements 2016 (12 Oct 2017)

Alan Kelly: I know the TII does not have a remit but surely in the context of its decision-making on the projects that it puts forward, it is a little pointless if the connecting roads have not been brought up to a certain standard before they begin. This is a hypothetical scenario. Is this a factor in TII decision-making? Many local authorities do not have enough money and, therefore, this has been a...

Written Answers — Department of Health: Hospital Charges (11 Oct 2017)

Alan Kelly: 145. To ask the Minister for Health if his attention has been drawn to the fact that persons with haemochromatosis require several venesections per year and are paying €80 per venesection; his plans to provide free venesections to persons that have haemochromatosis; and if he will make a statement on the matter. [43161/17]

Financial Resolutions 2018 - Budget Statement 2018 (10 Oct 2017)

Alan Kelly: Hear, hear.

Financial Resolutions 2018 - Budget Statement 2018 (10 Oct 2017)

Alan Kelly: I thank my colleague.

Financial Resolutions 2018 - Budget Statement 2018 (10 Oct 2017)

Alan Kelly: There is also Stepaside, but we will return to that in the Committee of Public Accounts. The provision of funding for public transport is paltry; it is ridiculous. I say that as a former Minister of State in the Department who had specific responsibility for public transport when we did not have a bob. We have been talking about the tax breaks that have been given and the few bob being...
