- Committee on Education and Social Protection: Select Sub-Committee on Social Protection: Social Welfare (Miscellaneous Provisions) 2015: Committee Stage (25 Mar 2015)
Denis Naughten: What has been reported is misleading. With all due respect, there may be some vulnerable pensioners who attached their bank statement and sent it back - they get their money every week in the post office - not realising there are only certain days of the week in many of the smaller banks' branches throughout the country where one can get cash. Otherwise one has to use the machine. For many...
- Committee on Education and Social Protection: Select Sub-Committee on Social Protection: Social Welfare (Miscellaneous Provisions) 2015: Committee Stage (25 Mar 2015)
Denis Naughten: I have a comment and a question. Does subsection (1)(b) state that one cannot appeal the liability to the payment until one has paid the compensation back? In his contribution to section 8, the Minister of State stated in some instances it could take 70 years to pay the liability back. As he will be aware, one has 21 days in which to appeal a decision of the Department. How does the...
- Committee on Education and Social Protection: Select Sub-Committee on Social Protection: Social Welfare (Miscellaneous Provisions) 2015: Committee Stage (25 Mar 2015)
Denis Naughten: All right, fair enough. Second, where there was a case of institutional abuse and compensation was paid, under the Social Welfare Acts that is exempt from all calculations. There have been a handful of cases where there has been gross negligence on behalf of the HSE in relation to vulnerable children. Previously, I have brought this issue up, both publicly and privately, with the...
- Committee on Education and Social Protection: Select Sub-Committee on Social Protection: Social Welfare (Miscellaneous Provisions) 2015: Committee Stage (25 Mar 2015)
Denis Naughten: I accept that. The problem is that I have tabled such an amendment to previous social welfare Bills, I have raised it on Committee Stage and it has been ruled out of order on Report Stage because there is a potential cost on the Exchequer. Committee Stage of a social welfare Bill is the only mechanism that is open to me to raise this.

Denis Naughten: It is-----
- Committee on Education and Social Protection: Select Sub-Committee on Social Protection: Social Welfare (Miscellaneous Provisions) 2015: Committee Stage (25 Mar 2015)
Denis Naughten: -----because it is a lump sum payment.
- Committee on Education and Social Protection: Select Sub-Committee on Social Protection: Social Welfare (Miscellaneous Provisions) 2015: Committee Stage (25 Mar 2015)
Denis Naughten: It is a lump sum payment. We are talking about the recovery of those payments where there is social welfare. It is relevant.
- Order of Business (25 Mar 2015)
Denis Naughten: On 7 March 2013 the then Minister for Justice and Equality promised the Dáil that reduced opening hours at Boyle Garda station would result in the station opening, at a minimum, from 10 a.m. until 6 p.m. or 56 hours per week. It is now proposed to slash this figure to 33 hours per week. Moreover, the opening hours are not consistent on any one of the seven days of the week. When will...
- Other Questions: Flood Prevention Measures (25 Mar 2015)
Denis Naughten: I thank the Minister for his reply. I accept the point he is making, but the previous and current committees recommended that there be a lead agency to co-ordinate matters. No one is in charge; there is no single Minister answerable to the House. We already know, in the context of the Asian clam problem, that a lack of co-ordination and indecisiveness among the agencies involved led to a...
- Other Questions: Flood Prevention Measures (25 Mar 2015)
Denis Naughten: The Minister should tell that to the NPWS.
- Other Questions: Flood Prevention Measures (25 Mar 2015)
Denis Naughten: 6. To ask the Minister for Public Expenditure and Reform his plans to implement the recommendations made in the Oireachtas Joint Committee on the Environment, Culture and the Gaeltacht's report on River Shannon flooding published in 2012; and if he will make a statement on the matter. [11649/15]
- Other Questions: Flood Prevention Measures (25 Mar 2015)
Denis Naughten: In 2012 an all-party group was established which produced a report. Many of its members were from within the catchment of the River Shannon. We made eight specific recommendations on steps that could be taken immediately to address the ongoing problem of summer flooding within the River Shannon catchment. To date, one of these proposals has been implemented by the Office of Public Works....
- Other Questions: Flood Prevention Measures (25 Mar 2015)
Denis Naughten: I take issue with the Minister's last comment, that he will be asked to find resources. With all due respect, he will be long retired and have his feet up somewhere warm and dry by the time that happens.
- Other Questions: Flood Prevention Measures (25 Mar 2015)
Denis Naughten: The difficulty is that everything is being kicked down the road while we await the CFRAM programme report. The joint committee's report was framed in the context of the CFRAM programme. There are far more extensive things that could be done while we await the CFRAM programme study. There are eight practical measures that could be put in place and that will have to be put in place. Do we...
- Written Answers — Department of Public Expenditure and Reform: Flood Relief Schemes Status (25 Mar 2015)
Denis Naughten: 14. To ask the Minister for Public Expenditure and Reform the current status of flood relief works on the River Suck; and if he will make a statement on the matter. [11650/15]
- Written Answers — Department of Finance: Property Tax Collection (25 Mar 2015)
Denis Naughten: 54. To ask the Minister for Finance the reason direct debits for paying local property tax only last for two years, after which persons have to set up new direct debits to continue paying the tax; if persons paying the tax by direct debit have been notified of this; the steps that were taken to inform the general public of same; and if he will make a statement on the matter. [12296/15]
- Order of Business (24 Mar 2015)
Denis Naughten: Following an LRC hearing on 3 March, the HSE accepted that Brothers of Charity and Ability West social care staff had a legal entitlement to what was called a twilight premium payment. This money and arrears due have been paid to staff in Dublin, but staff in counties Roscommon and Galway are being told there is no money available. When will we see the industrial relations (amendment) Bill?...
- Other Questions: Defence Forces Recruitment (24 Mar 2015)
Denis Naughten: I accept what the Minister has said. However, the difficulty is that the last recruits came out of the training process in September 2010, which is four and a half years ago. It takes 18 months of training before unsupervised personnel can be involved in bomb disposal work. Is the Minister aware that by the end of April we will have less than 50% of the full complement of those four units?...
- Other Questions: Defence Forces Recruitment (24 Mar 2015)
Denis Naughten: I have some brief questions. On foot of the Minister's last comments, can he reassure the House that the unit based in Athlone is secure into the future? What does he envisage is the timeline for agreement to be reached between the Government, the Defence Forces and RACO? When are we likely to see a recruitment campaign commencing?
- Other Questions: Defence Forces Recruitment (24 Mar 2015)
Denis Naughten: 125. To ask the Minister for Defence his plans to address the staffing deficit within the Army bomb disposal units; and if he will make a statement on the matter. [11622/15]
