- Order of Business. (15 Dec 2005)
Pat Rabbitte: I want to make the same point. I produced the report for the Committee of Public Accounts on this issue. I agree with what Deputy Bruton has said. The Employment Permits Bill 2005 was agreed at the end of October. Why is the financial resolution only coming forward today?
- Order of Business. (15 Dec 2005)
Pat Rabbitte: That was a question.
- Order of Business. (15 Dec 2005)
Pat Rabbitte: It appears that Operation Freeflow is working well without a Minister of State. Perhaps this is a precedent that we could look at in the new year in other areas. As the closing date is tonight for survivors of abuse in residential institutions to register claims, I ask the Tánaiste whether she intends any action to be taken in the case of Marie Therese O'Loughlin, who is currently outside...
- Order of Business. (15 Dec 2005)
Pat Rabbitte: Is it the intention of the Government to leave her there over the Christmas period?
- Order of Business. (15 Dec 2005)
Pat Rabbitte: Where will that get MsO'Loughlin? May I make my point?
- Order of Business. (15 Dec 2005)
Pat Rabbitte: The Taoiseach yesterday suggested that since she has a connection with another institution, it may be possible to bring her within the rubric of the scheme. If the woman were to apply today, will the Government allow her to come within the terms of the scheme, perhaps by reference to another institution, as the Taoiseach suggested? Is there some way her plight can be alleviated?
- Order of Business. (15 Dec 2005)
Pat Rabbitte: I am not attempting to debate the matter. I am asking a question on the matter as this is the last opportunity I will get.
- Order of Business. (15 Dec 2005)
Pat Rabbitte: The Ceann Comhairle persists in referring to my colleague, Deputy O'Sullivan, but she has done everything she can possibly do within the rules of the House. It has not got Ms O'Loughlin anywhere.
- Order of Business. (15 Dec 2005)
Pat Rabbitte: If the Ceann Comhairle had not interrupted me I would have made my point far more briefly.
- Order of Business. (15 Dec 2005)
Pat Rabbitte: I ask the indulgence of the Ceann Comhairle for 30 seconds.
- Order of Business. (15 Dec 2005)
Pat Rabbitte: The woman is outside the gates of Leinster House. All I wish to do is put a supplementary question to the Tánaiste.
- Order of Business. (15 Dec 2005)
Pat Rabbitte: The problem is the injurious experience of the woman concerned was not in the institution encompassed by the legislation. I am asking the Tánaiste about the matter.
- Order of Business. (15 Dec 2005)
Pat Rabbitte: I am not trying to debate the matter. I am attempting to find a pragmatic solution.
- Order of Business. (15 Dec 2005)
Pat Rabbitte: Does the Tánaiste believe this woman can be included? The problem is her injuries were not experienced in the institution encompassed by the legislation. The only point I wish to make is whether we are going to leave this woman outside Leinster House over Christmas.
- Order of Business. (15 Dec 2005)
Pat Rabbitte: It is asserted in this case that there was an inspector function, but there are no documents to establish this.

Pat Rabbitte: Question 67: To ask the Minister for Foreign Affairs the details of requests or inquiries he has received from either the UN Committee Against Torture or the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment regarding Irish compliance with international obligations in the past three years; and the discussions or communications he has had with...
- Coroners (Amendment) Bill 2005: Committee Stage. (14 Dec 2005)
Pat Rabbitte: I note that in amendment No. 5 the Minister proposes to draw a distinction between a juror and a witness. I presume this is an added reason for ensuring the procedures in the matter of serving the summons are clear. As Deputy Costello stated, the procedure the Minister proposes to establish provides for more clarity and definitiveness. As such, the amendment is acceptable to the Labour Party.
- Coroners (Amendment) Bill 2005: Committee Stage. (14 Dec 2005)
Pat Rabbitte: Speed is of the essence here, and there is a limited, stated, known objective, namely, to enact this Bill. I trust that the absence of compellability will not act as a barrier in this case. Therefore, the fact that the Minister, in his comprehensive legislation, will revisit the issue is acceptable to us. I cannot envisage circumstances where the absence of this section would impede the case...
- Coroners (Amendment) Bill 2005: Order for Report Stage. (14 Dec 2005)
Pat Rabbitte: I move: "That Report Stage be taken now."
- Coroners (Amendment) Bill 2005: Report and Final Stages. (14 Dec 2005)
Pat Rabbitte: I again record my appreciation of the Minister for facilitating the speedy passage of this Bill. There is a pressing humanitarian reason I sponsored the Bill. I am aware that the family concerned is very grateful to the Minister also and to his officials for doing something we do not do too frequently in this House, that is, put through legislation with this speed, and it is greatly...
