Joint Oireachtas Committee on Agriculture, Food and the Marine: Priorities for the Greyhound Industry: Rásaíocht Con Éireann (25 May 2022)

Lynn Boylan: The issue is whether the public will know. We are just advocating on the behalf of the animal that cannot speak for itself. I do not doubt for a second that all of these measures are being put in place, but I am reflecting concerns that we are hearing, namely, that people want to know that there is full traceability and that an animal is not suffering needlessly at a racecourse. I will...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Priorities for the Greyhound Industry: Rásaíocht Con Éireann (25 May 2022)

Lynn Boylan: I am aware of that. It is just that I was here two years ago raising concerns about the Tipperary care centre. That seems to have come to fruition. I am glad that the contract has ceased. However, my job is to raise concerns and to speak up. I do not doubt the fact that GRI is making huge improvements. That is most welcome. Those improvements must be made if the industry is to survive.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Priorities for the Greyhound Industry: Rásaíocht Con Éireann (25 May 2022)

Lynn Boylan: We should organise a visit now before the Chairman comes back.

Joint Oireachtas Committee on Climate Action: Empowering Local Government and Local Communities to Climate Action: Discussion (24 May 2022)

Lynn Boylan: I thank the witnesses for their submissions. My first question is for the Department and concerns the timeline for the local authority climate action plans. The Act obliges local authorities to prepare them within 12 months of the request of the Minister and the request must be made no later than 18 months after section 16 comes into operation. Progress has been delayed as the legislation...

Joint Oireachtas Committee on Climate Action: Empowering Local Government and Local Communities to Climate Action: Discussion (24 May 2022)

Lynn Boylan: The application process for the CEG consists of a 47-page set of guidelines and 19 other documents. That situation would be the first port of call in helping communities come on board. How many of the CEGs are run by energy professionals and not by community groups?

Joint Oireachtas Committee on Climate Action: Empowering Local Government and Local Communities to Climate Action: Discussion (24 May 2022)

Lynn Boylan: I have one more question on sustainable energy grants. Would the SEAI support stand-alone grants for community groups? Community groups identify who is interested and who is in fuel poverty. In Scotland, for example, those groups get a grant to help them identify people. Would such a scheme help here? I mean apart from my query about the paperwork we could provide funding or a grant to...

Joint Oireachtas Committee on Climate Action: Empowering Local Government and Local Communities to Climate Action: Discussion (24 May 2022)

Lynn Boylan: Will the SEAI continue to support it in the future?

Joint Oireachtas Committee on Climate Action: Empowering Local Government and Local Communities to Climate Action: Discussion (24 May 2022)

Lynn Boylan: I thank Mr. O'Mahony.

Joint Oireachtas Committee on Climate Action: Empowering Local Government and Local Communities to Climate Action: Discussion (24 May 2022)

Lynn Boylan: These would be dynamic tariffs, similar to what is in Germany, whereby people would get a notification on their phones to inform them that a certain time would be a good one to use a large appliance. The problem with it starting at 11 p.m. is that the fire brigade and other organisations concerned with fire safety are advising people not to switch on large devices when they are going to bed,...

Joint Oireachtas Committee on Climate Action: Empowering Local Government and Local Communities to Climate Action: Discussion (24 May 2022)

Lynn Boylan: The CRU said it will react to Government and Departmental policy. That is not instructing the CRU, per se, but the policy in this regard is concerned with creating a situation where it will be possible - whether this is called "dynamic pricing" or not, we both understand the same meaning in this regard - for real-time information to allow flexibility in households. This is the Department's...

Joint Oireachtas Committee on Climate Action: Empowering Local Government and Local Communities to Climate Action: Discussion (24 May 2022)

Lynn Boylan: Okay. I thank Mr. Somers.

Joint Oireachtas Committee on Climate Action: Empowering Local Government and Local Communities to Climate Action: Discussion (24 May 2022)

Lynn Boylan: Needless to say, Sinn Féin supports them having a grant.

Joint Oireachtas Committee on Climate Action: Empowering Local Government and Local Communities to Climate Action: Discussion (24 May 2022)

Lynn Boylan: I wish to ask Mr. Somers about smart meters. While 750,000 have been installed, they are not providing real-time information to households. In Germany people get real time updates suggesting that now might be a good time to put on a dryer or washing machine. I have a smart meter and I do not know what its benefit is because all I can do is request at the end of the day what my energy usage...

Seanad: Carbon Policy: Motion (19 May 2022)

Lynn Boylan: I also welcome this debate on energy. The Minister, Deputy Eamon Ryan, has eloquently outlined why nuclear energy is not appropriate to Ireland, even if one agrees with the technology as a runner. Ireland is not a suitable country for nuclear energy. I support our ambition of reaching 80% renewable energy by 2030. It makes sense for Ireland. We have a huge resource, particularly in...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Animal Welfare (18 May 2022)

Lynn Boylan: I seek the Government's position ahead of next week's European Council meeting. I would like to hear very clearly from the Minister of State, who is here on behalf of the Minister, Deputy McConalogue, what the Government proposes to do to regulate exotic pets. Ireland has a completely lax system when it comes to exotic animals. I often raise concerns about the treatment of dogs and horses....

Seanad: Nithe i dtosach suíonna - Commencement Matters: Animal Welfare (18 May 2022)

Lynn Boylan: I thank the Minister of State for his response. I wonder whether it is the proposal I have in my hand, which is the Cypriot proposal, that he is awaiting. It is available. If he is worried about unintended consequences, they would come with a negative list because a negative list has to be exhaustive. A positive list clearly sets out what is permitted to be kept. We know venomous snakes...

Seanad: An tOrd Gnó - Order of Business (18 May 2022)

Lynn Boylan: I raise the damning State of the Climate report, released today by the World Meteorological Organisation. It clearly outlined that four critical climate indicators broke records. Greenhouse gas concentrations, ocean heat, ocean acidification and global sea levels are worsening. We know that extreme weather has wreaked a heavy toll on human lives and led to billions of dollars in damages....

Seanad: An tOrd Gnó - Order of Business (12 May 2022)

Lynn Boylan: I propose an amendment to the Order of Business: "That No. 17 be taken before No. 1." No. 17 is the Animal Health and Welfare (Dogs) Bill 2022. This is legislation on which I have worked closely with the Dublin Society for Prevention of Cruelty to Animals, DSPCA. Many people are familiar with the images of puppies seized at ports or on the border or from illegal puppy farms. All too often...

Seanad: An tOrd Gnó - Order of Business (12 May 2022)

Lynn Boylan: Hear, hear.

Seanad: Animal Health and Welfare (Dogs) Bill 2022: First Stage (12 May 2022)

Lynn Boylan: I move: That leave be granted to introduce a Bill entitled an Act to facilitate the rehoming of seized dogs in certain circumstances and to amend the licensing of dogs and for those purposes to amend the Animal Health and Welfare Act 2013 and Control of Dogs Act 1986 and to provide for related matters.
