- Seanad: Criminal Justice (Suspended Sentences of Imprisonment) Bill 2016: Second Stage (15 Nov 2016)
Michelle Mulherin: I thank the Acting Chairman for his forbearance and for allowing me to speak. This is good legislation and I ask the Minister to address the issue of a minimum term for murder and reform the system to bring some justice.

- Seanad: Order of Business (9 Nov 2016)
Michelle Mulherin: With regard to the US presidential election result, I pay tribute to Hillary Clinton. She is both capable and competent and, from a young age in college, she demonstrated her will and zeal for civil rights and equality. Her commitment in this regard is well documented. The US made history in electing a black President but on this occasion, the people did not want to continue in this vein...
- Seanad: Heritage Bill 2016: Committee Stage (9 Nov 2016)
Michelle Mulherin: This is an important debate. Biodiversity is one of these topics that is becoming more in vogue. That is a good development because there is much going on in nature around us the significance of which, unless it is described or pointed out to us, or explained, is hard to understand. It is clear in biodiversity that it is not merely an odd sentimentality. We all live in the shadow of one...
- Seanad: Heritage Bill 2016: Committee Stage (9 Nov 2016)
Michelle Mulherin: It does not relate to the amendment before us but I would like the Minister to give it some consideration. I will not get into it in depth. It is a concern regarding the power of authorised persons, including officers in the national parks and wildlife section.
- Seanad: Heritage Bill 2016: Committee Stage (9 Nov 2016)
Michelle Mulherin: The concern is there is a watering down of existing powers. I will speak to that again.
- Seanad: Heritage Bill 2016: Committee Stage (9 Nov 2016)
Michelle Mulherin: I will reiterate a question, to which I ask the Minister to respond. What is the official advice of the National Parks and Wildlife Service on the proposal of hedgerow cutting in August and the proposals regarding the burning of vegetation, specifically the scientific basis for these? We can go backwards and forwards here, but could we have that kind of input?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Fishing Industry: Discussion (8 Nov 2016)
Michelle Mulherin: The Harvesting Our Ocean Wealth strategy is a very ambitious document. Our ocean wealth is underdeveloped in comparison to Scotland and Scandinavian countries. There are concerns as to the environmental impact of aquaculture and fish farms off the coast and as to the sustainability of our wild fish stock. Inland Fisheries Ireland raised concerns about the impact of fish farms passing...

Michelle Mulherin: What does Dr. Heffernan say to it?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Fishing Industry: Discussion (8 Nov 2016)
Michelle Mulherin: What does Dr. Heffernan say to the IFI? It does not have an economic consideration but is just considering the wild fish and conservation.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Fishing Industry: Discussion (8 Nov 2016)
Michelle Mulherin: Can the targets in the Harnessing our Ocean Wealth strategy for aquaculture be achieved without environmental degradation?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Fishing Industry: Discussion (8 Nov 2016)
Michelle Mulherin: Is it not the case that there is no treatment of the effluent coming out of fish farms? It just goes into the sea. It is not like how we dispose of other effluent, with septic tanks or the environmentally conscious disposal of slurry.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Fishing Industry: Discussion (8 Nov 2016)
Michelle Mulherin: I also welcome the witnesses. Mr. Keatinge mentioned Belmullet. The document, the Business of Seafood, does not give figures for the tonnage or value of landings at Belmullet. I am from Mayo which has many small harbours, including Ballycastle, Kilcumman and Killala. It seems difficult to get funding for structural improvement and to install the safety features needed for navigation into...

- Joint Oireachtas Committee on Agriculture, Food and the Marine: Fishing Industry: Discussion (8 Nov 2016)
Michelle Mulherin: Mr. Keatinge referred to a particular stretch of the river as probably being the most prolific for salmon fishing in Europe. It is definitely the case in Ireland. In terms of tourism promotion, Ballina, because it is located on the estuary, is cited as being the salmon capital of Ireland. However, it is not possible to get a salmon from that river in a local restaurant. My understanding...

Michelle Mulherin: What can we do?

Michelle Mulherin: Would that accommodate what I am suggesting?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Fishing Industry: Discussion (8 Nov 2016)
Michelle Mulherin: The representatives from the SFPA should elaborate a bit more on its environmental remit and in particular its protection of designated marine areas in accordance with environmental legislation, as Dr. Steele has described. Is the SFPA the Environmental Protection Agency, EPA, equivalent of the high seas? What is the crossover and where does SFPA's jurisdiction begin and that of the EPA...
