Seanad: Garda Síochána Bill 2004: Committee Stage. (7 Dec 2004)

Mary Henry: Senator Cummins, the Cathaoirleach has ruled that this issue is not relevant to the Bill. Amendment No. 13 is out of order.

Seanad: Garda Síochána Bill 2004: Committee Stage. (7 Dec 2004)

Mary Henry: I am sorry Senator Cummins, but I can do nothing about it.

Seanad: Irish Nationality and Citizenship Bill 2004: Committee Stage. (3 Dec 2004)

Mary Henry: We were asked very suddenly to deal with a very large number of people coming into the country. Therefore, I have sympathy with those who, from the early 1990s onwards, were suddenly faced with an influx of people. I have been to the various departmental off-shoots that have been established at Burgh Quay and at the Irish Refugee Council and elsewhere, and huge efforts have been made to try...

Seanad: Order of Business. (3 Dec 2004)

Mary Henry: I support Senator O'Toole in his request that the Leader find out who is making the demands for the release of the killers of Detective Garda McCabe. I agree with those who said that everyone has to bear pain in this situation. What Senator Maurice Hayes said yesterday about the pain of those families who lost members of the RUC was important but I was disappointed with the media reports on...

Seanad: Budget Statement 2005: Motion. (1 Dec 2004)

Mary Henry: I thank Senator Norris for sharing his time with me. I echo his remarks about money for overseas development aid. I regret that it was not possible to see the contribution increased and I hope that the Minister involved will do the best he can to fight his corner for development aid. I welcome the aid given to the disabled although I regret the provisions will take so long to implement. We...

Seanad: Irish Nationality and Citizenship Bill 2004: Second Stage. (1 Dec 2004)

Mary Henry: I thank Senator Quinn for sharing his time with me. I welcome the Minister to the House, whatever about the Bill. I do not know why so many have said they did not know this would happen. In the debate on the constitutional changes which were required following the Good Friday Agreement I warmly welcomed the fact that anyone born on the island of Ireland would retain the right to citizenship....

Seanad: Proceeds of Crime (Amendment) Bill 1999: Committee Stage. (30 Nov 2004)

Mary Henry: When is it proposed to take Report Stage?

Seanad: Proceeds of Crime (Amendment) Bill 1999: Committee Stage. (30 Nov 2004)

Mary Henry: Amendments Nos. 3, 8 and 10 are related and may be discussed together by agreement.

Seanad: Proceeds of Crime (Amendment) Bill 1999: Committee Stage. (30 Nov 2004)

Mary Henry: Amendments Nos. 4 and 5 are related and may be discussed together by agreement.

Seanad: Order of Business. (30 Nov 2004)

Mary Henry: I support Senators O'Meara and Cox on their concern regarding the delay in extending BreastCheck to the whole country. Both Senators are correct in saying that women are dying because of a lack of this programme. On a more cheerful note, I ask the Leader for a debate on the report on the excellent hospice movement which, I am sure, all of us have had the good fortune to avail of from time to...

Seanad: Health and Social Care Professionals Bill 2004: Committee Stage (Resumed). (25 Nov 2004)

Mary Henry: It is always very flattering to hear that another Senator remembers what one said, especially a person as busy as Senator Browne. However, the issue is important. I am not worried about hearings being in public from the registrant's point of view, but I am a little concerned about the complainant. I have seen in court cases — as I am sure has the Minister of State — that they do not...

Seanad: Health and Social Care Professionals Bill 2004: Committee Stage (Resumed). (25 Nov 2004)

Mary Henry: It is very good that the Minister of State is taking that view. I presume he knows that we had a very serious problem with a physician who for a long time prevented a case against him going forward that involved video recording some of his adult female patients naked. He naturally tried to get the case held in public, and the women were not enthusiastic about it. What the Minister of State is...

Seanad: Health and Social Care Professionals Bill 2004: Committee Stage (Resumed). (25 Nov 2004)

Mary Henry: Senator Quinn asked me not to move it.

Seanad: Health and Social Care Professionals Bill 2004: Committee Stage (Resumed). (25 Nov 2004)

Mary Henry: I move amendment No. 24: In page 47, between lines 16 and 17, to insert the following new subsections: "(6) In this Act, the titles physical therapist and physiotherapist are synonymous and both titles use are restricted exclusively to those professionals who are registered as physiotherapists. (7) In this Act, the titles Podiatrist andChiropodist are synonymous and both titles use are...

Seanad: Health and Social Care Professionals Bill 2004: Committee Stage (Resumed). (25 Nov 2004)

Mary Henry: Many physiotherapists, many of whom are my constituents, for a long time have objected to me about the use of the title "physical therapist".

Seanad: Health and Social Care Professionals Bill 2004: Committee Stage (Resumed). (25 Nov 2004)

Mary Henry: Yes, many years before. This Bill has been in gestation for some 15 to 20 years. The physiotherapists have been objecting about the matter for a long time. In the legislation in Northern Ireland "physiotherapist" and "physical therapist" are the protected titles. Can we do something about those people here, who come from one small unit and comprise approximately 200 people? They do not need...

Seanad: Health and Social Care Professionals Bill 2004: Committee Stage (Resumed). (25 Nov 2004)

Mary Henry: I do not see how physical therapists could have been much more active, apart from giving out to me because the title was not protected. Protecting titles is one of the Bill's objectives. As the title was not protected, there was not much point in them giving out about people calling themselves physical therapists, except to me. People who are long retired complained to me about the situation....

Seanad: Health and Social Care Professionals Bill 2004: Committee Stage (Resumed). (25 Nov 2004)

Mary Henry: I move amendment No. 27: In page 50, subsection (1), line 35, after "date" to insert "(subject to a minimum period of practice of 3 years)". A period of five years, provided for here, is a rather long time. The Bill states: "who, at any time", it does not state, "who has been in practice during that period of five years". One could have someone applying at the 11th hour on the 11th day of the...

Seanad: Health and Social Care Professionals Bill 2004: Committee Stage (Resumed). (25 Nov 2004)

Mary Henry: I suppose it is not unreasonable to leave it to the registration boards. However, people should have been in a practice for a minimum amount of time. They should not be allowed to apply at the last moment having just qualified and not engaged in any practice. The Minister of State could examine the issue further. The purpose of the provision is to ensure that the person is competent. If the...

Seanad: Health and Social Care Professionals Bill 2004: Committee Stage (Resumed). (25 Nov 2004)

Mary Henry: Along with the Minister of State, Senator Browne and other Senators, I have been lobbied. Psychotherapists are a particularly important group with which to deal as rapidly as possible. There is an idea that, because one is not doing something physical with a person, it is not possible to do them any damage. However, people who set themselves up as some sort of psychotherapists without...
