- Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Banking Sector and Central Bank of Ireland: Discussion (26 Jan 2016)
Mary Lou McDonald: I suspect also that some of the issues that arose in this document had been identified previously. I would like Professor Lane to provide to the committee any previous governance audit that was done so that we can see for ourselves just how prompt the Central Bank was in addressing the issues that arose.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Banking Sector and Central Bank of Ireland: Discussion (26 Jan 2016)
Mary Lou McDonald: I do not believe that any of this was news. In other words, I do not believe Professor Lane read this audit report and was struck with shock at what was going on. I believe it was known within the institution, and I think the bank was very slow to identify such fundamental issues as risk expertise for the risk committee. I mean, I ask you.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Banking Sector and Central Bank of Ireland: Discussion (26 Jan 2016)
Mary Lou McDonald: With respect, that is why I am asking the Governor these questions.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Banking Sector and Central Bank of Ireland: Discussion (26 Jan 2016)
Mary Lou McDonald: I am relieved to see that that realisation has dawned; it had dawned on the general public quite some time ago. Nonetheless, I am pleased to hear that. My time is very limited so I will move on. I do not have time to explore the issue of pay with the Governor. For the life of me I do not understand why it is deemed appropriate that the Central Bank be outside the public pay framework...
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Banking Sector and Central Bank of Ireland: Discussion (26 Jan 2016)
Mary Lou McDonald: Yes, I know so, it was. What other work does Deloitte & Touche currently do with the Central Bank? Would I be right in saying that that was the same firm that the bank brought in subsequently to work on the implementation or the rectifying of the final audit report?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Banking Sector and Central Bank of Ireland: Discussion (26 Jan 2016)
Mary Lou McDonald: With all due respect, Professor Lane is the Governor of the Central Bank. I would have thought he ought to know that.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Banking Sector and Central Bank of Ireland: Discussion (26 Jan 2016)
Mary Lou McDonald: Here is the problem, Governor. An issue arose; it had to be independently adjudicated on - we absolutely agree on that - but it was adjudicated on by a firm that was subsequently used by the Central Bank to address the issues in the audit report. I have no doubt that the same firm does a myriad of other work for the bank. That gives rise to a question regarding the capacity to really...
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Banking Sector and Central Bank of Ireland: Discussion (26 Jan 2016)
Mary Lou McDonald: Cuirim fáilte roimh an finné agus gabhaim comhghairdeas leis. I want to return to the internal audit report on compliance with governance with State bodies which the Central Bank helpfully published just before Christmas, on foot of the controversy to which Deputy Boyd Barrett referred. This report made very bad reading. Partial compliance and non-compliance was the order of the...

Mary Lou McDonald: 320. To ask the Minister for Health why a person (details supplied) in Dublin 22 is being refused additional home care package hours despite being moved into independent living in 2014; his policy on supporting persons with disabilities in independent living; and if it is adequate to provide a person with the same level of home care hours when living with a family as when living...
- Written Answers — Department of Education and Skills: Schools Refurbishment (26 Jan 2016)
Mary Lou McDonald: 404. To ask the Minister for Education and Skills if funding has been approved, tenders completed and contractors appointed for the refurbishment of a school (details supplied) in County Dublin; why she has not yet issued the letter to approve the commencement of works, given the length of time teachers, pupils and parents have been waiting for them to start; when this letter will issue; and...
- Finance Act 2004 (Section 91) (Deferred Surrender to the Central Fund) Order 2016: Motion (21 Jan 2016)
Mary Lou McDonald: I am moved that the Deputy, it seems, is hanging on my every word. I can assure Members that is a very rare occurrence in this Chamber and beyond, let it be said. We have no issue with the carryover of moneys that need to be spent and invested. It is as simple as that. We spend much of the time in the cut and thrust of political debate legitimately highlighting those areas that are...
- Order of Business (21 Jan 2016)
Mary Lou McDonald: It is not agreed. It is astonishing, although typical of the Government, to propose such an inadequate analysis and consideration of what is, perhaps, the largest proposed trade agreement in the world, and that there would be such scant consideration of the very real implications for the State, workers, regulatory standards and workers' rights. There has been some consideration at various...
