John McGuinness: The amendment has been ruled out of order but the Minister has said that he will come back and reflect on what Deputy McGrath has said, what Deputy Doherty has said and what others have said. We will deal with that at a later stage.

John McGuinness: We can all sympathise with that. Even this morning on the radio, a number of people were interviewed about their cases in this regard. The argument is very strong. Maybe it is a matter of taking up the Minister's offer to revert to us on Report Stage, as Deputy Donnelly said.
