David Stanton: Ireland signed the UN Convention on the Rights of Persons with Disabilities some time ago. In order for it to be ratified, the mental capacity Bill must be enacted. When will the Bill be published, as it has been put off for some time now? Will we see Government proposals on Dáil reform this side of the summer or some time next year?
