- Inland Fisheries Bill 2009: From the Seanad (20 May 2010)
Joe McHugh: I thank the Minister of State. I threw out the past experience as a good indicator of future performance and I appreciate him taking on board that there are lessons to be learned. Certainly, there are people with the skills required on local authorities and they could be on the board. I appreciate what the Minister of State has said.
- Inland Fisheries Bill 2009: From the Seanad (20 May 2010)
Joe McHugh: I concur. Members of the angling fraternity feel they probably need stronger representation. With the disbanding of the Salmon Commission as part of this Bill, a serious debate is needed on the conservation of salmon stock. The debate has been of a one-way nature and has put the whole and collective blame on drift net and draft net fishermen. It has now been proven, even in the absence of...

Joe McHugh: We have an opportunity to keep them and I bring to the Minister of State's attention the idea that we should try to protect the tradition as well as the salmon stock.
- Order of Business. (19 May 2010)
Joe McHugh: Some parents have moved their adoption applications from Vietnam to Russia. Under the Adoption Bill 2009, is it possible for these parents to transfer their Garda vetting applications from Vietnam to Russia? I know the Taoiseach will not be privy to the exact information but perhaps he will note the importance of this issue and get back to me on it. Time is not on the side of these parents.
- Order of Business. (19 May 2010)
Joe McHugh: Unfortunately, the alternative means the Ceann Comhairle has offered, and we appreciate his guidance, are simply not working. I am not accusing the Ceann Comhairle of being sexist when he intervenes but I hope he is not being ageist. We have a serious problem; there is an information deficit. This is a sensitive issue and time is against many parents. I appreciate the latitude displayed by...

- Sea Fisheries and Maritime Jurisdiction (Fixed Penalty Notice) (Amendment) Bill 2009: Second Stage (Resumed) (12 May 2010)
Joe McHugh: It will be very difficult to articulate a counter-argument after the impressive contribution from the maritime county of Longford by Deputy Peter Kelly. It is a sign of the quality of this debate that people are being rolled out to defend the indefensible. I was remiss not to mention Dublin North also. I congratulate Deputies Jim O'Keeffe and Creed for working on this issue over a long...
- Sea Fisheries and Maritime Jurisdiction (Fixed Penalty Notice) (Amendment) Bill 2009: Second Stage (Resumed) (12 May 2010)
Joe McHugh: Perfectly good hake, monkfish and white fish are being thrown overboard. This is an issue of morality. Members of the House and the Government should consider the type of sanctions we have introduced. Our fishermen who gather fish in their nets inadvertently would prefer to take that fish home and give them away for free. It is a national disgrace. It is also a disgrace for Deputies from...

Joe McHugh: I was permitted to raise a matter on the Adjournment debate last week, for which I was grateful, but that means I will probably be down the list for several weeks.
