There are still many problems because progress is not balanced, it has been made in the city but the problems are growing worse in the regions, with a report yesterday showing that deaths had risen ten fold. Damien English: I thank the Minister for his reply. I do not doubt his commitment to the RAPID programme nor the essential need for it. We estimate that €300 million has been spent under it but we were informed by the Taoiseach that €2 billion would be spent under it.
