- Construction Safety Licensing Bill 2023: Second Stage (3 May 2023)
Paul Donnelly: I welcome the Construction Safety Licensing Bill 2023. It is imperative for the future of the construction industry in Ireland and for the safety of all workers in that sector. I previously worked on several construction sites when I was younger. I will never forget one incident. A foreman asked me to walk out on a scaffolding plank seven storeys up, while he got other workers to stand on...
- Anniversary of the Good Friday Agreement: Statements (26 Apr 2023)
Paul Donnelly: The Good Friday Agreement is built on the European Convention on Human Rights. All through the document, the signatories and co-guarantors refer to human rights, equality and justice as the foundations that would move society away from conflict and sustain a lasting peace. Sadly, the Good Friday Agreement did not reconcile with the past or engage with the rights of victims and survivors....

- Ceisteanna Eile - Other Questions: Voluntary Sector (25 Apr 2023)
Paul Donnelly: It is something that is critically important for the development of our communities. Coming from a constituency like that of the Minister of State where a huge population has come in over the past 20 years, it is really important that we provide every opportunity we can to encourage, upskill and train for people to come on to voluntary boards. I have been involved in voluntary boards for...
- Ceisteanna Eile - Other Questions: Departmental Policies (25 Apr 2023)
Paul Donnelly: I appreciate the answer around the appointments. It is good to see 22 people have been appointed. There are four left to be appointed. That will be excellent. In terms of the implementation, I await the first report back from that to see how it is being implemented and monitored.
- Ceisteanna Eile - Other Questions: Departmental Policies (25 Apr 2023)
Paul Donnelly: Will the Minister make a statement on the roll-out of the town centre first policy?
- Ceisteanna Eile - Other Questions: Departmental Policies (25 Apr 2023)
Paul Donnelly: I welcome the Minister's response. I may be a city person who travels through towns and villages only when going on a weekend trip or visiting family, but there undoubtedly is a great deal of dereliction, with many unoccupied buildings. It can be shocking at times to pass through some of the smaller villages and to see the extent of, first, the housing crisis but also the image the...

- Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Island Communities (25 Apr 2023)
Paul Donnelly: That will be very welcome. This has been raised on many occasions by Deputy Kerrane, the Leas-Cheann Comhairle and many other Deputies. It will be very welcome to hear that we are at the final stages. There had been a concern that some of the people who have been involved in the process had not really heard much. Again, it is welcome to hear that they have been contacted in the past...
- Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Island Communities (25 Apr 2023)
Paul Donnelly: Hopefully, this will be the last time we will see this issue on the agenda. We can look forward to it in the next couple of weeks. I suppose the commitment is that the next time we have questions and answers that the report will be published.

- Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Budget Process (25 Apr 2023)
Paul Donnelly: This is something that Deputy Kerrane has raised over some time. It is good to hear the range of consultations that the Minister has undertaken on how this will be implemented and that different Departments have been consulted on the implementation. How long will it take to come up with the final strategy?
- Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Budget Process (25 Apr 2023)
Paul Donnelly: The issue is around timelines for implementation. I understand it is a complex issue and, as the Minister explained, many Departments are involved in implementation of the policy. She mentioned compulsory measures. We are concerned about the time taken to come up with the strategy, how that is going to be implemented and what it will look like.
- Re-introduction of Mortgage Interest Relief: Motion [Private Members] (25 Apr 2023)
Paul Donnelly: I met a woman recently when I was canvassing in Huntstown, which is in my constituency. To say that she was extremely worried about the never-ending increases in her mortgage interest rate and was becoming increasingly concerned that there will most likely be more increases in interest rates in the coming months is an understatement. As was stated, the Central Bank of Ireland has...
