Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Insurance Costs for Community Groups: Discussion (24 May 2018)

Paddy Burke: Is there a difference in the claims for hurlers or footballers?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Insurance Costs for Community Groups: Discussion (24 May 2018)

Paddy Burke: Football has become more physical than hurling over the past few years. Is there pressure on the GAA to change the physicality in the games because of insurance costs?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Insurance Costs for Community Groups: Discussion (24 May 2018)

Paddy Burke: Some communities have developed football fields and the GAA uses them for hurling or football on different occasions, whether for training or playing games. GAA players are not covered if they play on those fields. Did I understand correctly from Mr. Ryan's earlier comments?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Insurance Costs for Community Groups: Discussion (24 May 2018)

Paddy Burke: If the GAA activity is taking place in a community games facility that is not vested in the GAA, it is not covered. Is that right?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Insurance Costs for Community Groups: Discussion (24 May 2018)

Paddy Burke: There are places where people facilitate the GAA by allowing it to train on their facilities, so they are not covered.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Insurance Costs for Community Groups: Discussion (24 May 2018)

Paddy Burke: In respect of marts, it would seem the owners or managers have done everything to facilitate the insurance companies reducing the risk. Is there anything further they can do?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Insurance Costs for Community Groups: Discussion (24 May 2018)

Paddy Burke: Is there anything we can do as legislators to amend the law to address instances like that?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Insurance Costs for Community Groups: Discussion (24 May 2018)

Paddy Burke: I welcome the witnesses. People from the marts who appeared before the committee and a letter from another mart stated that they have had no claims but their premiums have gone way up. Why would the premiums of the ones that have had no claims have gone up so much compared with the ones that have had claims, whose premiums have also gone up?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Insurance Costs for Community Groups: Discussion (24 May 2018)

Paddy Burke: I welcome some of the comments in the opening statement. Some of what was said is new to the committee. Chairman, we should ask the witnesses to make a submission to the committee, which we can forward to the Minister, on the different ratio of claims in France, England and Ireland. It is interesting that in France there is no claim unless there is a tissue scar or the like. Is that the case?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Insurance Costs for Community Groups: Discussion (24 May 2018)

Paddy Burke: I would welcome if the witnesses would make a submission to us which perhaps we could forward to the Minister.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Insurance Costs for Community Groups: Discussion (24 May 2018)

Paddy Burke: Almost everybody concerned, ranging from road hauliers to legal personnel, has appeared before this committee. Nobody seems to accept responsibility as to who is the cause of insurance claims going up. The witnesses have put it quite firmly in the court of the legal people, saying they are the biggest factor in the cost of claims rising. They said that the legal people get exactly or...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Insurance Costs for Community Groups: Discussion (24 May 2018)

Paddy Burke: If it does not go to court who settles? What does the company settle for or how does it settle?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Insurance Costs for Community Groups: Discussion (24 May 2018)

Paddy Burke: Mr. Cahalan made great play earlier with regard to risk management and putting risk management in place between communities and marts. We have seen where the GAA and various other bodies have put risk management in place. Even though all this risk management has been put in place, however, the cost of insurance is going up even though risk management is working in a lot of places. We have...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Insurance Costs for Community Groups: Discussion (24 May 2018)

Paddy Burke: When FBD settles a case, is it not saying that the business was negligent? That is really what FBD is saying when it settles a case. In many cases the business would like to see the case go the whole way, but when FBD settles, it is saying that the business is negligent even though the marts and all those people have put risk management in place to reduce the risk. FBD is telling them that...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Resolution of Non-Performing Loans: Discussion (Resumed) (17 May 2018)

Paddy Burke: I welcome the witnesses. Yesterday, Mr. Burgess found out that Pepper is overcharging by small amounts of money. When we found out first about the tracker mortgages it was supposed to be a very small number of cases but now we find it is almost 40,000 cases. How did Mr. Burgess find out about overcharging by Pepper? What does he think the extent of it will be? Is it greater than what is...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Resolution of Non-Performing Loans: Discussion (Resumed) (17 May 2018)

Paddy Burke: Are they overcharging as well?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Resolution of Non-Performing Loans: Discussion (Resumed) (17 May 2018)

Paddy Burke: Does Mr. Burgess think the Central Bank should have found this out?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Resolution of Non-Performing Loans: Discussion (Resumed) (17 May 2018)

Paddy Burke: Mr. Burgess thinks the Central Bank knew about this.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Resolution of Non-Performing Loans: Discussion (Resumed) (17 May 2018)

Paddy Burke: The last few months. The Central Bank certainly did not bring it to the attention of this committee that there was more overcharging by financial institutions.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Resolution of Non-Performing Loans: Discussion (Resumed) (17 May 2018)

Paddy Burke: I would not get the impression from Charlie Weston's article that the Central Bank knew about it. It seems to be surprised this was going on.
