Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Heads of Maritime Area and Foreshore (Amendment) Bill 2013: Discussion (Resumed) (19 Nov 2013)

Caít Keane: It would be to ensure one was not putting the wind energy in the wrong place.

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Heads of Maritime Area and Foreshore (Amendment) Bill 2013: Discussion (Resumed) (19 Nov 2013)

Caít Keane: Would that be one of the recommendations, that Ireland must develop a marine-specific plan that is mapped for all of the interests, be it fishing, tidal power and so forth? Does that have to be done in conjunction with or written into the Bill?

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Heads of Maritime Area and Foreshore (Amendment) Bill 2013: Discussion (Resumed) (19 Nov 2013)

Caít Keane: Politicians have heard of rezoning. Must one rezone the sea as well for the different types of development? I am thinking out loud but should there be a recommendation that the Bill provide that a rezoning package would have to be drawn up by legislators, similar to how we do the development plan and renew it every five years?

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Heads of Maritime Area and Foreshore (Amendment) Bill 2013: Discussion (Resumed) (19 Nov 2013)

Caít Keane: Basically it is about research and technology and the spin-off from that, which I think is a good investment. We have seen that it works in every other area and Ireland has been noted on different fields in research and technology. We have the raw material with the wind and the waves.

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Heads of Maritime Area and Foreshore (Amendment) Bill 2013: Discussion (Resumed) (19 Nov 2013)

Caít Keane: Are there any manufacturing jobs which might be realised if this went ahead?

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Heads of Maritime Area and Foreshore (Amendment) Bill 2013: Discussion (Resumed) (19 Nov 2013)

Caít Keane: It reminds me of the saying that it is all right in practice but does it work in theory. Mr. Appelbe said "if it were commercialised", which is the main question. When or how near is it to being commercialised? I know that many of the sites in Orkney are test sites. First it was tests for wave, then tidal, then there was a new methodology of doing the wave test and the tidal test, but it...

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Heads of Maritime Area and Foreshore (Amendment) Bill 2013: Discussion (Resumed) (19 Nov 2013)

Caít Keane: I thank Mr. Coyle and welcome him here today. This is one of the most important meetings this committee has held, although the witnesses might not think so because only two of us are here. It is all being recorded and their submissions will be read by other people involved in the committee. The whole map of Ireland shows our footprint. We have so much wealth in our resources that how we...

Seanad: Order of Business (14 Nov 2013)

Caít Keane: I was going to mention the issue of pylons also in the context not of who voted on what but of "Oireachtas Report" which I watched last night and on which there was no coverage of the Seanad, yet the issue of pylons is such an important one. Senators Rónán Mullen and Darragh O'Brien mentioned it also, while the Minister, Deputy Pat Rabbitte, was on radio this morning.

Seanad: Order of Business (14 Nov 2013)

Caít Keane: Is it a matter for RTE? Obviously, it has abolished the Seanad, even though it has been saved.

Seanad: Order of Business (14 Nov 2013)

Caít Keane: Was it for one day?

Seanad: Order of Business (14 Nov 2013)

Caít Keane: I do and it is not related to the coverage. It should be the subject of some action and legislation. It concerns the fox population in urban areas in Dublin. I live in Templeogue and every street one goes down, one sees a fox. Senators are laughing, but it is a serious issue. The Mayor of London, Mr. Boris Johnson, spoke about them after a child had been attacked in its pram and lost a...

Seanad: Order of Business (14 Nov 2013)

Caít Keane: I have pictures of them. I will not say we need a total cull of foxes, but there is no legislation in place. They are not a protected species, but the wildlife service has stated one needs 150,000. We have no figures for the numbers of foxes there are. Could some study be undertaken?

Seanad: Order of Business (14 Nov 2013)

Caít Keane: Could we have a study undertaken or ask the Minister to come into the House to outline the position? I will not ask, as a councillor once did when we were debating the control of wild horses in Dublin, that someone go out and shoot them. I am not recommending that.

Seanad: Order of Business (14 Nov 2013)

Caít Keane: Something has to be done. What can we do? Can we debate the issue? Can we have some legislation introduced? Can we have some control? It might seem funny, but it is not when one has a child in the back yard and one must keep an eye on him or her.

Seanad: Adjournment Matters: Services for People with Disabilities (13 Nov 2013)

Caít Keane: The Minister of State has said additional supports are available in schools, but supports are needed before children start school. She has also maintained that therapy services are available through primary care teams, but, in reality, primary care teams are not present on the ground. The Minister of State has said the funding of organisations such as the Dyspraxia Association of Ireland is...

Seanad: Adjournment Matters: Services for People with Disabilities (13 Nov 2013)

Caít Keane: I welcome the Minister of State, Deputy Kathleen Lynch. The purpose of the motion this evening is to bring to her attention the situation concerning the Dyspraxia Association of Ireland, which is this country's only charity providing vital support for people with dyspraxia. That is in the absence of any unified position from the HSE. The association depends heavily on volunteers, with the...

Seanad: Electricity Transmission Network: Motion (13 Nov 2013)

Caít Keane: I move amendment No. 1: To delete all words after “That Seanad Éireann” and substitute the following:“commends the Government for–-- its commitment to delivering on energy policy priorities, including ongoing investment in energy infrastructure, ambitious targets for renewable energy, a substantive increase in energy efficiency and the continued opening up of...

Seanad: Death of Former Member: Expressions of Sympathy (13 Nov 2013)

Caít Keane: Tá áthas orm a bheith anseo inniu. As Chonamara me féin agus tá a fhios agam faoin obair agus an grá a bhí ag Eamon de Buitléar do Chonamara, mar a dúirt an Seanadóir deireannach. Tá a fhios agam freisin faoin obair atá déanta aige chun Chonamara a chur in aithne do dhaoine agus an biodiversity atá san áit sin agus ar fud...

Seanad: Order of Business (12 Nov 2013)

Caít Keane: Colleagues have already covered the main issues in regard to the credit unions. It is important to reiterate, however, that savings up to €100,000 are guaranteed. I received a telephone call from a person who was concerned about the security of savings. It is important that people are aware of the threshold. Will the Leader facilitate a debate on public rights of way? The outcome...

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Heads of Maritime Area and Foreshore (Amendment) Bill 2013: Discussion (12 Nov 2013)

Caít Keane: I thank Dr. Lysaght for his interesting comments. By having representatives of the National Biodiversity Data Centre and other like organisations before the committee, we will make better legislation. We cannot be informed about everything, so the experts can add to the legislation. I was looking at what is known as the "real map" of Ireland and at the size of the ocean on the west of...
