Robert Dowds: I thank Mr. Tom O'Mahony, Ms Moyagh Murdock and their colleagues for appearing before the committee. I will commence with the Road Safety Authority. In respect of the increase in the number of road deaths recorded, which we very much regret, what is the reason for the turnaround? How can we get back to the continuing decline that was experienced from 1972 to 2012? I pay tribute to the...

Vote 31 - Transport, Tourism and Sport
(19 Jun 2014)

Robert Dowds: I thank Ms Murdock. I turn to the Department of Transport, Tourism and Sport. One of the aims of the Department's mission statement is to get people to leave their cars aside, people like me who probably should not drive in here every day, as I am a Dublin Deputy. What is it planned to do in that regard? What is the position regarding the use of public transport particularly in this city...

Public Accounts Committee: Business of Committee (19 Jun 2014)

Robert Dowds: I would add one rider to what Deputy Harris has said. The CRC has moved beyond having an interim administrator to appointing a new CEO and, I think, a new board. I wonder why we have not received the report.

Public Accounts Committee: Business of Committee (19 Jun 2014)

Robert Dowds: I support what Deputy Deasy suggested. I am not sure what he suggests will work but it should be tried. The bottom line, as far as I am concerned, is that it is really important this committee can compel witnesses where the spending of public moneys is concerned. Whether they are section 38 or section 39 bodies or Departments is irrelevant, if it involves the spending of public moneys. I...

Committee on Health and Children: Select Sub-Committee on Health: Health (General Practitioner Service) Bill 2014: Committee Stage (19 Jun 2014)

Robert Dowds: Perhaps a comment.

Committee on Health and Children: Select Sub-Committee on Health: Health (General Practitioner Service) Bill 2014: Committee Stage (19 Jun 2014)

Robert Dowds: I strongly support the legislation because if we look after children from infancy to the age of six years, for most people that will ensure they will have good health. Putting in good foundations at that age will stand to them for the rest of their lives. That is the strong reason for supporting the Bill. I found it very hard to listen to the Fianna Fáil spokesperson, given the many...

Written Answers — Department of Health: Ambulance Service Provision (18 Jun 2014)

Robert Dowds: 184. To ask the Minister for Health his response to the National Ambulance Service report for April which indicated that ambulances spent over 8,000 hours parked outside hospitals last April; and the way he will address the problem [26255/14]

Written Answers — Department of Health: Hospital Waiting Lists (18 Jun 2014)

Robert Dowds: 185. To ask the Minister for Health the extent to which there is a problem of persons with chronic conditions visiting hospital accident and emergency departments in an effort to secure quicker treatment than on the waiting list; and if he will make a statement on the matter. [26256/14]

Written Answers — Department of Health: Hospital Data (18 Jun 2014)

Robert Dowds: 186. To ask the Minister for Health the extent to which the workings of Irish hospitals have been examined by the Health Service Executive with a view to best establish where savings can be made and to identify where more resources are required. [26257/14]

Public Accounts Committee: 2012 Annual Report and Appropriation Accounts of the Comptroller and Auditor General
Vote 38 - Health
Vote 39 - Health Service Executive
Chapter 21 - Budget Management in Health Service Executive
Chapter 22 - Eligibility for Medical Cards
(12 Jun 2014)

Robert Dowds: Presumably, Mr. Hennessy will work on that issue. It seems to be an obvious area in which to reduce costs without an adverse effect on patients, which would be to everyone's benefit. I have a question about the current position on discretionary medical cards and how they are being dealt with. I do not believe everyone should receive a discretionary medical card if they have a serious...

Public Accounts Committee: 2012 Annual Report and Appropriation Accounts of the Comptroller and Auditor General
Vote 38 - Health
Vote 39 - Health Service Executive
Chapter 21 - Budget Management in Health Service Executive
Chapter 22 - Eligibility for Medical Cards
(12 Jun 2014)

Robert Dowds: Let me caution Mr. O'Brien in this regard. A list of conditions is fine to a degree, but some medical conditions, even if they appear similar, can vary so much. For example, we all fear cancer, but the problems for individual patients vary greatly according to the type of cancer involved.
