Was a risk assessment carried out by the HSE or the Department prior to 16 or 18 March when residents were moved to Cahersiveen? Have risk assessments been carried out in all centres in respect of the Covid-19 outbreak and what it might mean?

Matt Carthy: I am sorry to cut across Mr. Wilson. Is it correct to say that the principle of the risk assessment is self-assessment by the management of each centre as opposed to an independent risk assessment being carried out by the HSE or another body?

Matt Carthy: Let us take, for example, the centre at Cahersiveen or any new centres or location that the Department of Justice and Equality is examining. Before anyone is moved to a centre, is there a process by which there is an assessment carried out with a view to Covid-19?
