- Recent Flooding: Statements (12 Feb 2014)
Paul Kehoe: As we speak, over 280,000 homes throughout the country are without electricity. Many thousands of people are living in fear. I compliment the members of the emergency services and local authority, ESB and the staff of other organisations who are working to assist people. I particularly wish to compliment the voluntary bodies which have provided assistance in recent weeks. I commend those...

Paul Kehoe: I would not refer to anybody in the Defence Forces as mandarins.
- Seanad: Adjournment Matters: Defence Forces Deployment (12 Feb 2014)
Paul Kehoe: I would not refer to those in the Defence Forces or the Department as mandarins. These people do extremely good work in difficult circumstances and in the difficult financial circumstances the country has been in over the past number of years. As I stated in my response, the deployment of any EOD team is kept under regular review by the Defence Forces and their location is determined by...
- Seanad: Adjournment Matters: Defence Forces Deployment (12 Feb 2014)
Paul Kehoe: There are two elements to the Senator’s question - the future position of the B Company 27th Battalion at Gormanston Camp, County Meath, and the future position of the Army explosive ordnance disposal teams, and I will respond to the questions in that order. A major reorganisation of the Permanent Defence Force, PDF, took place in 2012. This was in response to the Government decision...
- Seanad: Political Reform: Motion (12 Feb 2014)
Paul Kehoe: I compliment Senator Ó Murchú on his comments to the effect that a joint approach must be taken. He mentioned how the Taoiseach came into this House after the referendum and commended him on so doing. I commend a Member of the Opposition on his commendation of the Taoiseach on the way in which he was able to come into the House after the referendum on the Seanad, having had the...
- Seanad: Political Reform: Motion (12 Feb 2014)
Paul Kehoe: Senator Norris, sorry. When the draw has being made on a fortnightly basis, there have been at a minimum 25 Bills and at a maximum almost 35 Bills submitted by Members of the Dáil. Last month, Bills were submitted by eight Fianna Fáil TDs, five Sinn Féin members, seven Independents and nine Government TDs. For Senator Norris to say that is not a success, this is a great...
- Seanad: Political Reform: Motion (12 Feb 2014)
Paul Kehoe: In 2011, five were taken to Committee Stage, one was adjourned, two were withdrawn in favour of Government legislation and 12 were rejected. Almost half moved to the next Stage of the parliamentary system and that has to be welcomed. This is the first time that Members have been given an opportunity to draft their own Private Members' Bills. Never before were Members given that...
- Seanad: Political Reform: Motion (12 Feb 2014)
Paul Kehoe: I welcome this motion because it gives me an opportunity to set out the very real and significant political reforms initiated by the Government since coming to office in 2011. The main focus of the Government has rightly been on job creation and economic recovery. We have used our time in office to set about making our political system more democratic, responsive and accountable. Our aim...
- Membership of Committees: Motion (12 Feb 2014)
Paul Kehoe: I move:That Deputy Alan Farrell be discharged from the Joint Committee on Public Service Oversight and Petitions and that Deputy Patrick O'Donovan be appointed in substitution for him. That Deputy Jonathan O'Brien be discharged from the Select Committee on Jobs, Enterprise and Innovation and that Deputy Peadar Tóibín be appointed in substitution for him.
- Order of Business (12 Feb 2014)
Paul Kehoe: Deputy Martin should note that the leader is a great adviser.
- Written Answers — Department of An Taoiseach: Dáil Reform (11 Feb 2014)
Paul Kehoe: The Programme for Government outlined an ambitious agenda for Oireachtas Reform to be introduced in a phased process over the lifetime of this Government. The two phases of Dáil reform already introduced since the Government took office in March 2011 have significantly improved the working of the House. The first phase of reforms introduced in 2011 restructured the Oireachtas Committee...
- Order of Business (6 Feb 2014)
Paul Kehoe: Fianna Fáil never looked after the midlands.
- European Small Claims Procedure: Motion (6 Feb 2014)
Paul Kehoe: I move:That Dáil Éireann approves the exercise by the State of the option or discretion under Protocol No. 21 on the position of the United Kingdom and Ireland in respect of the area of freedom, security and justice annexed to the Treaty on European Union and to the Treaty on the Functioning of the European Union, to take part in the adoption and application of the following...
- Seanad: Standing Orders: Motion (5 Feb 2014)
Paul Kehoe: I wish to correct the record of the House. I said the Dáil Committee on Privilege and Procedures, CPP, when I should have said the Seanad CPP as I am in the Seanad. This Act works for both Houses. If the Seanad is carrying out its own inquiry, the Seanad CPP will look at it and if it is an inquiry within the Dáil, the Dáil CPP will look after that end of it.
- Seanad: Standing Orders: Motion (5 Feb 2014)
Paul Kehoe: It is amazing how when I brought this same motion and changes to the Dáil, the only party that was totally opposed to it was Fianna Fáil. I come here to the Seanad and it is same situation. I am not sure if Fianna Fáil has something to hide.
- Seanad: Standing Orders: Motion (5 Feb 2014)
Paul Kehoe: If it has any information, we would like it to bring it forward. The changes to these Standing Orders, which I am presenting to the Seanad and presented to the Dáil last week, are the beginning of the process. Quite rightly, the composition of the committee has still to be decided. Let me assure Members that this is not a witch-hunt on anyone's behalf. They should cast their minds...
- Seanad: Standing Orders: Motion (5 Feb 2014)
Paul Kehoe: I assure the Members opposite that this is not a political witch-hunt. We want to find out the political mistakes made in the past to make sure they are not made again.
- Seanad: Standing Orders: Motion (5 Feb 2014)
Paul Kehoe: This is about findings of fact. Perhaps the Members opposite will look up the definition of findings of fact. That is exactly what we want to do in this inquiry and we will do that.
- Seanad: Standing Orders: Motion (5 Feb 2014)
Paul Kehoe: I am very happy that this will be a cross-party committee and that everyone will have their say. I do not want to set any time-frame for any committee to carry out its work. We either trust the committee to do its work in an upright and forthright way or we do not. I trust the committee. There are many people in the Seanad and Dáil who have not issued biased utterances about bankers....
- Seanad: Standing Orders: Motion (5 Feb 2014)
Paul Kehoe: Perhaps there are not a lot of them on the Senator's side because they wanted to remove themselves from the committee.
