Joint Oireachtas Committee on Education and Skills: General Scheme of the Withdrawal of the United Kingdom from the European Union (Consequential Provisions) Bill 2020: Minister with responsibility for Further and Higher Education, Research, Innovation and Science (8 Oct 2020)

Simon Harris: We need to get beyond the mindset that apprenticeships are for someone else's children. That is a big part of it. I was in a DEIS school in my constituency recently. There is brilliant leadership in that school in presenting the full range of options to students. I think the CAO application process narrows the conversation far too quickly. We keep saying that further education training...

Simon Harris: I am conscious of the point the Senator has made about the split of Departments. I do not want to stray too much into the Department of Education and Skills. I take the point he makes that despite all the difficulties we have had this year with calculated grades - I accept there have been many - but in one way I wonder of some this year's students have obtained a place in third level that...

Simon Harris: We do need to have such a conversation. We are having one. In many ways, Mr. Cassells sparked or gave voice to that conversation when he presented his three options. As of now, those options are being economically evaluated, as was requested by the all-party Oireachtas committee. That is due back to me in 2021. I hope 2021 will be the year we settle the question of what a sustainable...

Simon Harris: I would apply the same logic. After golfgate, I wonder whether Members of the Oireachtas should have to sign a similar pledge. There were no young people at that event. I do not think such behaviour is confined to one age group. However, I take seriously the point made by the Senator because, although it is a good thing to socialise and mix and all members know students will wish to so...

Simon Harris: All present will agree there is a need for a sustainable funding model for higher education. Such a model is not currently in place. That might be where agreement ends because there are diverse views on the matter. I have heard a few of those views already at this meeting. I suggest that we should be guided but not bound by the report the previous Oireachtas asked the Department of...

Simon Harris: On the technological university for the south east, my Department and the Government as a whole are very committed to its delivery. As I stated when I briefed Oireachtas Members representing the south east this week on a cross-party basis, there is a significant body of work that needs to be done in the coming weeks and months. It is important to have a clear understanding of the key dates...

Simon Harris: I thank the Deputy for raising that with me. We have given the higher education institutions discretion on the basis that they would know best who needs them but I am very clear that there should not be a rigid application in that someone can only have one if they have a SUSI grant. I will follow that up and if the Deputy has examples I am happy to talk to her offline on it.

Simon Harris: It is important we do give them hope. I want the students to know that my aim will be to continue to maximise the number of opportunities that they have when the CAO issues its offers next autumn. It is important that my Department, and the Department of education, reflect on the fact that in many ways there is a bubble effect now because we have had a very unusual year this year, to put it...

Simon Harris: Absolutely. I thank the Deputy for contacting me on that. I have made inquiries with GMIT through the Higher Education Authority, HEA, and my Department on this and I will revert to the Deputy in writing on it, today if possible.

Simon Harris: I am not sure whether a man from Wicklow can use a phrase like "acting the tool", which I presume is a Cork phrase - it has not reached Greystones anyway - but I take the Deputy's point.

Simon Harris: I take the point and I understand it. The point the Deputy makes is correct. My experience of student leaders has been that they rightly do their job to agitate and to advocate but when it comes to public health, they have shown extraordinary leadership. In the conversations I have had to have with those in the Union of Students in Ireland, USI, they have never been anything more than...

Simon Harris: There is an irony in the comment of reminding Government that the news coming from Government cannot always be good. I am certainly familiar with that concept. I assure the Senator that the body of work under way will deliver to this committee an honest economic evaluation of the various options, of which the one he advocates for is one being considered. All of those options will be...

Simon Harris: No.

Written Answers — Department of Education and Skills: Student Universal Support Ireland (7 Oct 2020)

Simon Harris: Under the terms of the Student Grant Scheme, grant assistance is awarded to students attending an approved course in an approved institution who meet the prescribed conditions of funding, including those relating to nationality, residency, previous academic attainment and means. However, Section 14(1) of the Student Support Act 2011 states: In this Act “student” means a...

Written Answers — Department of Education and Skills: Third Level Admissions (7 Oct 2020)

Simon Harris: Higher Education Institutions (HEIs) are autonomous with regard to management of their academic affairs including admissions procedures. The CAO process applications for undergraduate courses on behalf of the HEIs Decisions on admissions are made by the HEIs who then instruct the CAO to make offers to successful candidates. As such, neither I nor my Department have a role in the operation of...

Written Answers — Department of Education and Skills: Third Level Costs (7 Oct 2020)

Simon Harris: The main support available to students is the statutory based Student Grant Scheme where students are studying for the first time or are progressing to study at a higher level e.g. progressing to postgraduate study. To qualify for grant support, a student has to meet various criteria such as means, residency, nationality and progression. The decision on eligibility for a student grant is a...

Written Answers — Department of Education and Skills: Student Assistance Fund (7 Oct 2020)

Simon Harris: Requests for funding for agriculture college students is a matter for the Department of Agriculture, Food and Rural Development. I have been in contact with my colleague the Minister for Agriculture on this matter and I will refer your query to him for direct response.

Written Answers — Department of Education and Skills: State Examinations (7 Oct 2020)

Simon Harris: My Department is closely monitoring any potential impact that the results of Leaving Certificate 2020 may have on entry to further and higher education in 2021. This year more students than ever before were offered a place in higher education, with 52% of these students being offered their first preference Level 8 course in Round 1. As of the end of Round 2, more than 49,000 students...

Written Answers — Department of Education and Skills: Third Level Admissions (7 Oct 2020)

Simon Harris: Universities and Institutes of Technology are autonomous and determine their own procedures for admission. The CAO process applications for undergraduate, and some postgraduate, courses on their behalf. Decisions on admissions are made by the higher education institutions who then instruct the CAO to make offers to successful candidates. Therefore neither I nor my Department have a...

Written Answers — Department of Education and Skills: State Examinations (7 Oct 2020)

Simon Harris: The HEAR and DARE schemes are operated by the Irish Universities Association (IUA) who set the policy criteria for the schemes. Admissions under the schemes are regulated by the higher education institutions themselves. Each institution determines its own admissions policy in relation to the schemes, the number of places they reserve and the allocation of those places. Applications to...
