- Committee on Public Petitions: Reform of Mental Health Services: Discussion (28 Sep 2023)
Martin Browne: Those of us who are here have found it very beneficial and we thank Mr. O'Sullivan for coming in and giving his side of it. We will suspend now for a few minutes to allow the witness to leave the room.
- Committee on Public Petitions: Decisions on Public Petitions Received (28 Sep 2023)
Martin Browne: We have five petitions for consideration today. The first is No. P00021/22, regarding the Kiltimagh water scheme. The recommendations are that the response from Mayo County Council and Uisce Éireann be forwarded to the petitioner for comment within 14 days, the committee writes to the Department of Housing, Local Government and Heritage regarding the status on approval of the extension,...
- Committee on Public Petitions: Decisions on Public Petitions Received (28 Sep 2023)
Martin Browne: Is that agreed? Agreed. Petition No. P00067/22 relating to the New Zealand tobacco initiative, is from Mr. Robert Carty. The petition requests that the Irish Government look at the New Zealand tobacco initiative to reach the target of less than 5% of the population smoking by 2025. New Zealand recently passed a law that makes it illegal to sell tobacco to anyone born on or after 1 January...
- Committee on Public Petitions: Decisions on Public Petitions Received (28 Sep 2023)
Martin Browne: I second those remarks. I thank Karen, Barbara, Alex and the rest of the staff for all the work that they do on our behalf and for making our lives easier. The amount of work that they go through is unbelievable.
- Committee on Public Petitions: Business of Joint Committee (28 Sep 2023)
Martin Browne: The first business on our agenda is our approval of the minutes of our private and public meetings on 12 and 13 July. They have already been approved in our virtual private meeting, but we must do this now for procedural reasons. Are they agreed? Agreed.
- Committee on Public Petitions: Reform of Mental Health Services: Discussion (28 Sep 2023)
Martin Browne: In his correspondence to the committee Mr. O'Sullivan tells us the Minister for Health states that the complexity of the registration process is being made more challenging due to the different and complex pathways to these professions, the variety of titles used and the variety and number of courses and course providers. Will Mr. O'Sullivan give us his reading on this?
- Historic and Archaeological Heritage and Miscellaneous Provisions Bill 2023: Report and Final Stages (27 Sep 2023)
Martin Browne: I raise the case of St. Cualan's bell, which was found in the late 18th century in Borrisoleigh and dates back many centuries before that. As has already been said, like so many items of its nature from this country, it is no longer found here. It was sold to the British Museum, where it forms part of its religious displays. It is not right that items such as this, which have such...
- Historic and Archaeological Heritage and Miscellaneous Provisions Bill 2023: Report and Final Stages (27 Sep 2023)
Martin Browne: As Deputy Ó Snodaigh said, Sinn Féin will not be opposing the Bill. We all have a duty to protect our heritage and history. That is why the Deputy and others in opposition have put in amendments. The disappointing thing here is the same as it was on Committee Stage. The Government does not seem to be prepared to accept any amendments to improve anything from this side of the...
- Eviction Ban Bill 2022: Motion (27 Sep 2023)
Martin Browne: I also thank People Before Profit-Solidarity for tabling the motion. There are 17 properties to rent in County Tipperary on daft.ie. Emergency accommodation is regularly full in that county when we inquire about it. Some 68% of people in their late 20s still live at home because Ireland's housing market is in crisis. Those are just some of the figures that form the backdrop to what we are...
- Written Answers — Department of Health: Hospital Appointments Status (27 Sep 2023)
Martin Browne: 137. To ask the Minister for Health if the numerous referrals issued by GPs in the case of a person (details supplied) are being given adequate priority given their recurrent tonsillitis; his views on the fact that no appointment date has been given to the patient, despite a number of referral letters indicating the persistent and painful nature of their tonsillitis being issued to the...
- Reversal of Planned Fuel Price Increases: Motion [Private Members] (26 Sep 2023)
Martin Browne: In order that the Minister of State will not be too upset by what he is listening to from this side of the House, I will give the Government credit for one thing. It gave payments to families. However, what it gave with one hand, it took back twofold with the other. The three parties in this malfunctioning Government have lost touch with the pressures people are under now. Things are bad...
- Ceisteanna ó Cheannairí - Leaders' Questions (21 Sep 2023)
Martin Browne: Hear, hear.
- Written Answers — Department of Health: Hospital Staff (21 Sep 2023)
Martin Browne: 25. To ask the Minister for Health to outline the measures that are being taken to fill the 51.4 WTE vacancies across medical assessment services at model 2 hospitals at St John's, Ennis and Nenagh Hospitals; the timeline that is being considered to put staff in these posts; and if he will make a statement on the matter. [40716/23]
- Written Answers — Department of Health: Mental Health Services (21 Sep 2023)
Martin Browne: 26. To ask the Minister for Health his views on the Mental Health Commission report into CAMHS services in each CHO, in particular the lack of out-of-hours services in CHO3 and CHO5; the shortage in the provision of in-patient beds and dedicated CAMHS specific psychiatric assessment room in CHO5; the measures that will be taken to facilitate accessible service locations that are currently...
- Written Answers — Department of Housing, Planning, and Local Government: Housing Schemes (20 Sep 2023)
Martin Browne: 527. To ask the Minister for Housing, Planning, and Local Government if his Department has any plans to review the 13-month limit on drawing down funds from croí cónaithe, in light of the current delays in getting tradespeople affecting the construction sector. [40318/23]
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Water Quality Monitoring Report: Discussion (19 Jul 2023)
Martin Browne: I welcome the witnesses. It has been said of the water quality monitoring report the EPA has done that the agency concludes that the average nitrates concentration has increased since 2012-13. Claims have been made that this is not supported by any data. How has the EPA reached its conclusion if the data do not exist? Dr. Cotter spoke about trends and so on but data should be used here...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Water Quality Monitoring Report: Discussion (19 Jul 2023)
Martin Browne: Has the agency provided statistical evidence to demonstrate the trends are increasing?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Water Quality Monitoring Report: Discussion (19 Jul 2023)
Martin Browne: To come back to what other members have said, the EPA excludes all references to other sources of nutrients in our water. Senator Paul Daly has just given examples. The data should include potentially significant other sources. The Chairman mentioned what was going into the River Suir. Golden is a village in my area - it also in the Chairman's area - that is not referenced in any of the...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Water Quality Monitoring Report: Discussion (19 Jul 2023)
Martin Browne: Our weather patterns have changed very significantly since 2012 and 2013. The Cathaoirleach has given our witnesses an example in Thurles and I have given one in Golden, which are 12 miles apart, where torrential rains are causing problems for the River Suir. The statistics in 2012 and 2013 would be completely different from what they are now. How is that calibrated with the EPA?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Water Quality Monitoring Report: Discussion (19 Jul 2023)
Martin Browne: The EPA report will form the basis for the European Commission if it decides to reduce the stocking rates on farms. If the contents of the red map are submitted, there is a big likelihood the stock rates will be reduced. All the organisations we have spoken to are critical of that said red map. They prefer the more detailed map 9. Why ignore that map when all those who know best,...
