Malcolm Noonan: I think that is a good way of summing it up. As I said, if you look at section 41(3)(f), that is the important part as well. It states: "... a statement demonstrating the manner in which the plan is coordinated with the integrated overall strategy of the development plan of any adjoining planning authority ..."
