Kevin Moran: The Taoiseach made a request to the OPW in relation to holding the event. It was estimated that 500,000 people would attend. The OPW put in place a management plan for the event. I will not be drawn into a discussion on church versus State or anything like that. My job, as Minister of State, was to fulfil the request of the Taoiseach and that is what I did.

Kevin Moran: As we know, it was necessary to take down the gates of the Phoenix Park for reasons relating to the management and control of the papal visit. Temporary gates were erected. For crowd control purposes, the temporary gates were taken down before the Pope arrived and put back up when the event was over. That is the source of that approximate cost of €200,000.
