Seanad: Social Welfare and Pensions (No. 2) Bill 2013: Report and Final Stages (3 Dec 2013)

Caít Keane: I remind Senators that a Senator may speak only once on an amendment on Report Stage except the proposer of an amendment who may reply to the discussion on the amendment. Each amendment must be seconded.

Seanad: Social Welfare and Pensions (No. 2) Bill 2013: Report and Final Stages (3 Dec 2013)

Caít Keane: Amendments Nos. 1 and 7 are being discussed together.

Seanad: Social Welfare and Pensions (No. 2) Bill 2013: Report and Final Stages (3 Dec 2013)

Caít Keane: Is the Senator seconding the amendment?

Seanad: Order of Business (3 Dec 2013)

Caít Keane: I wholeheartedly support Senator Norris in the call he has just made and it is important to have signs directing traffic here and there. What is more important then directing a homeless person? I note Alice Leahy was in the Gallery earlier and I congratulate her on the work she has done. As for Fr. Padraig Devine, I support the comments of Senators Leyden and Kelly. I noted with interest...

Seanad: Order of Business (3 Dec 2013)

Caít Keane: Yes, but I wish to congratulate the Rev. Pat Storey, who is the first woman bishop in the Anglican Church. The doors were always open in the Anglican Church and perhaps this also will be the case and we are working on that. Today is both international day of persons with disabilities and national grieving day. Members have debated the issues of suicide, grieving and everything associated...

Seanad: Order of Business (28 Nov 2013)

Caít Keane: I support Senator White in her call once again in regard to Russian adoptions. I am working with some of the families. As Senator Quinn said it concerns about five families. The heart of the Minister for Children and Youth Affairs, Deputy Frances Fitzgerald, is in the right place. She is physically working on the issue and is trying to do it within the ambit of the law. She wants to do...

Seanad: Order of Business (28 Nov 2013)

Caít Keane: Those are good families who want to offer a house to children from another country. I did not get in yesterday on the homeless issue but as spokesperson on the environment and housing I want to ensure it is put at the top of the list. I am aware the Minister of State at the Department of the Environment, Community and Local Government, Deputy Jan O'Sullivan, said she hopes to end long-term...

Seanad: Child and Family Agency Bill 2013: Second Stage (27 Nov 2013)

Caít Keane: I welcome the Minister to the House for this most important piece of legislation - the most important legislation we will deal with for a while. Senator Leyden referred to the number of women in the House versus men. The gender ratio has improved since we started. At that point Senator Leyden was the only man in the Chamber, and I was saying to myself, "Terry, blessed art thou among...

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Heads of Maritime Area and Foreshore (Amendment) Bill 2013: Discussion (Resumed) (19 Nov 2013)

Caít Keane: I asked about the appeal under the EU directive . I believe one can appeal to a judge. If there is an appeal process, I think the appeal should not be processed by a judge but by an independent body, or some less costly appeals administrative process. Will Ms O'Donoghue comment on that?

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Heads of Maritime Area and Foreshore (Amendment) Bill 2013: Discussion (Resumed) (19 Nov 2013)

Caít Keane: It is relatively new, since 2010.

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Heads of Maritime Area and Foreshore (Amendment) Bill 2013: Discussion (Resumed) (19 Nov 2013)

Caít Keane: Obviously, this is a very important Bill. We heard from the representatives of the Marine Renewables Industry Association this morning and the impact it made. They stated what was going out of Ireland and what could remain in Ireland if legislation was in place and certainty is necessary. In respect of companies, Ireland is losing out to Scotland at the moment. I have mentioned companies...

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Heads of Maritime Area and Foreshore (Amendment) Bill 2013: Discussion (Resumed) (19 Nov 2013)

Caít Keane: I welcome the witnesses to the meeting. In terms of the photograph provided, while I presume the witnesses would say it is spoiled by the wind farms, others might see it as a therapeutic analysis of the wind moving in the sea. There is no comparison between what was envisaged during drafting of the Foreshore Act 1933 and what is envisaged now given the rapid movement of science and...

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Heads of Maritime Area and Foreshore (Amendment) Bill 2013: Discussion (Resumed) (19 Nov 2013)

Caít Keane: That means the matter could be taken up with the courts. Coastal Concern Alliance would welcome the establishment of an appeals process that does not require having to go through the courts. These are all issues that the committee will need to examine further.

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Heads of Maritime Area and Foreshore (Amendment) Bill 2013: Discussion (Resumed) (19 Nov 2013)

Caít Keane: I apologise for not being present to hear the presentation. When one considers the National Parks and Wildlife Service, it is automatic for one to think of wildlife on land. We are dealing with wildlife in the sea. Is there a separate unit in the NPWS to deal with wildlife in the sea? Does its wildlife unit deal only with wildlife on land? Is its wildlife unit divided into separate...

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Heads of Maritime Area and Foreshore (Amendment) Bill 2013: Discussion (Resumed) (19 Nov 2013)

Caít Keane: I wish to refer to land. For instance, the service would not propose putting a road through the Burren. Is that right?

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Heads of Maritime Area and Foreshore (Amendment) Bill 2013: Discussion (Resumed) (19 Nov 2013)

Caít Keane: I wish to relate that to the marine sector. The service would not propose installing a tidal wave device in, for example, Killary Harbour. Is that right?

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Heads of Maritime Area and Foreshore (Amendment) Bill 2013: Discussion (Resumed) (19 Nov 2013)

Caít Keane: I have seen the map of special areas of conservation on land or land sources. Is there a map for locations at sea?

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Heads of Maritime Area and Foreshore (Amendment) Bill 2013: Discussion (Resumed) (19 Nov 2013)

Caít Keane: Yes. I have the map that shows the designated areas.

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Heads of Maritime Area and Foreshore (Amendment) Bill 2013: Discussion (Resumed) (19 Nov 2013)

Caít Keane: I thank the witnesses.

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Heads of Maritime Area and Foreshore (Amendment) Bill 2013: Discussion (Resumed) (19 Nov 2013)

Caít Keane: Is there a map? When people talk about wind energy at present they talk about putting it out to sea. They want to get rid of the masts from the land and put them out in the sea. Masts can work anywhere, unlike a wave or tidal energy device. If one were staking a claim on part of the ocean as the best place for tidal or wind energy, would one make a map of Ireland and the ocean? Is that done?
