- Topical Issue Debate: Sexual Offences (11 Dec 2012)
Ciara Conway: I welcome the reply of the Minister of State and his commitment to legislate for minimum pricing of alcohol. I have some final points. Where alcohol consumption was known, almost 90% of defendants in rape trials had been binge drinking. Ten percent of all reported cases involved a complainant who was incapable of offering consent because of alcohol consumption. Alcohol has been identified...
- Topical Issue Debate: Sexual Offences (11 Dec 2012)
Ciara Conway: A damning and disturbing report published yesterday by Rape Crisis Network Ireland, RCNI, raises the issue of the role of alcohol misuse in acts of sexual violence. We are all aware that there is a major problem of alcohol abuse in our society. As we enter the festive season, evidence of that will, unfortunately, show up at huge cost in waiting rooms and hospitals throughout the country. ...

- Report of the Expert Group on the Judgment in the A, B and C v. Ireland Case: Statements (Resumed) (6 Dec 2012)
Ciara Conway: I propose to share time with Deputy Ann Phelan. This afternoon, I was very pleased to be able to attend the address by US Secretary of State Hillary Clinton on her visit to Dublin when she spoke about human rights. She spoke very clearly about recognising the need for the human rights of women to be vindicated all over the world. It was a timely speech considering what we are discussing. ...

- Funding of Disability Services: Motion [Private Members] (4 Dec 2012)
Ciara Conway: Not only is she committed to an inclusive approach but the inclusion for the first time of people with disabilities in the decision making process constitutes anti-discriminatory practice. Service users, their families and the providers of services welcome this approach as it has been absent from the formulation and implementation of social policy through the decades. Pleas by advocates to...

- Committee on Health and Children: Select Sub-Committee on Children and Youth Affairs: Allocations for Public Expenditure 2013: Discussion with Minister for Children and Youth Affairs (29 Nov 2012)
Ciara Conway: One of the greatest concerns with the new agency is that it would deal with all high-need families as we move through the model from Hardiker level 3 to Hardiker level 4. The commitment is in place to continue to work with lower level interventions in and around Hardiker level 2.
- Committee on Health and Children: Select Sub-Committee on Children and Youth Affairs: Allocations for Public Expenditure 2013: Discussion with Minister for Children and Youth Affairs (29 Nov 2012)
Ciara Conway: I welcome the Minister and her officials. As this is my first opportunity to congratulate the Minister following the campaign in the run-up to the children's referendum, I am glad to echo the sentiments expressed by others. The impact of the €20 million allocated for the capital programme in Oberstown on some of the most disadvantaged and disenfranchised young people in the country...
- Committee on Health and Children: Select Sub-Committee on Health: Allocations for Public Expenditure 2013: Discussion with Minister for Health (29 Nov 2012)
Ciara Conway: Yes. I have two final comments. I welcome the Minister's commitment to reform in terms of the budgetary process. I know that it does not always get the headlines and it is not the most exciting part of health care reform but it will be integral to the roll-out of services in future. Everyone needs their own delineated budget so that we do not have a budgetary criss-cross. In the past,...

Ciara Conway: I welcome the Minister and his officials. I thank him for taking the time to address the committee this morning. The Minister mentioned that pay racks up the health bill. That is to be expected as it is a labour intensive service and I welcome that the Minister intends to protect that but he stated also that the price of inputs must be reduced. We published a document, Future Health: A...
