- Protection of Life in Pregnancy (Amendment) (Fatal Foetal Abnormalities) Bill 2013: Second Stage [Private Members] (6 Feb 2015)
Joanna Tuffy: This legislation is unconstitutional. The Bill says that fatal foetal abnormality means a medical condition suffered by a foetus that is incompatible with life outside of the womb. However, the Constitution protects unborn life within the womb. As the legislation would permit termination of life within the womb I believe it is unconstitutional on that ground. One can get involved in...
- Protection of Life in Pregnancy (Amendment) (Fatal Foetal Abnormalities) Bill 2013: Second Stage [Private Members] (6 Feb 2015)
Joanna Tuffy: -----for a referendum to amend the Constitution. I believe that is the way forward on this.
- Protection of Life in Pregnancy (Amendment) (Fatal Foetal Abnormalities) Bill 2013: Second Stage [Private Members] (6 Feb 2015)
Joanna Tuffy: I am a little older than Deputy Coppinger, but I was in school when the eighth amendment of the Constitution was passed in 1983. I was unable to vote in the referendum but I recall campaigning - my parents were involved in the Labour Party - against it passing. I am not sure that the answer is necessarily a straightforward repeal of the eighth amendment, but I am certainly open to that...
- Protection of Life in Pregnancy (Amendment) (Fatal Foetal Abnormalities) Bill 2013: Second Stage [Private Members] (6 Feb 2015)
Joanna Tuffy: The programme for Government committed to the establishment of an expert group to examine the issue. The expert group reported and we followed that through to its conclusion and legislated for the X case. If parties are in favour of a referendum on this issue or on a broader amendment they should formulate their proposals and put them to the electorate at the next election, which is due...

[5254/15]
- Joint Oireachtas Committee on Education and Social Protection: National Strategy and Framework for Higher Education: Higher Education Authority (4 Feb 2015)
Joanna Tuffy: I draw the attention of witnesses to the fact that by virtue of section 17(2)(l) of the Defamation Act 2009, witnesses are protected by absolute privilege in respect of their evidence to the committee. However, if they are directed by the committee to cease giving evidence on a particular matter and they continue to so do, they are entitled thereafter only to a qualified privilege in respect...

- Joint Oireachtas Committee on Education and Social Protection: National Strategy and Framework for Higher Education: Higher Education Authority (4 Feb 2015)
Joanna Tuffy: There have been complaints from some members about the high level of activity on their computers when witnesses are speaking. It is somewhat distracting.
- Joint Oireachtas Committee on Education and Social Protection: National Strategy and Framework for Higher Education: Higher Education Authority (4 Feb 2015)

- Joint Oireachtas Committee on Education and Social Protection: National Strategy and Framework for Higher Education: Higher Education Authority (4 Feb 2015)
Joanna Tuffy: When the late Tomás Mac Giolla was a TD, he was very much supportive of the Dublin Institute of Technology and the whole VEC sector, including apprenticeships. He used to propose the idea that apprentices should be able to do stuff from the arts as well. Mr. Boland mentioned combining arts, sciences and humanities. We need to consider this for apprentices also. As a public...

- Joint Oireachtas Committee on Education and Social Protection: National Strategy and Framework for Higher Education: Higher Education Authority (4 Feb 2015)
Joanna Tuffy: Presumably there will be a drop in those numbers if more people return to work. Some people went to college because they could not get jobs and while the funding stayed the same, it was able to accommodate those people. Would a drop in these numbers not allow others to take their place?

Joanna Tuffy: Are there any other questions? No. We have had a good discussion and important issues have been raised. I expect we will invite the witnesses in again to discuss funding, once the expert group makes its report.
