Sheila Terry: I welcome this Bill. It is clear and concise legislation which puts on a statutory footing the powers the Minister formerly exercised under statutory instrument. If this legislation is implemented wisely, with a couple of changes I intend to propose, it could have a good effect. Giving temporary release to prisoners should help their rehabilitation, something we all aim to achieve.

Sheila Terry: I too wish to raise the issue of the report by Mr. Justice Kinlen which casts a grim shadow over the condition of our prisons. It calls for the demolition of Mountjoy and Portlaoise Prisons, given that it describes the conditions for prisoners there as unacceptable.
