Joint Oireachtas Committee on Health: Update on Neurorehabilitation Healthcare, Primary Care Centre Programme and CAMHS: HSE (3 Jul 2024)

Bernard Durkan: I welcome the witnesses and I thank the chief executive for his opening statement. Regarding the extra staff directly employed by the health services over recent months, was a particular effort made to identify the most sensitive areas where increases in staff were most urgently needed to address the issues being experienced in those areas? What was specifically and precisely done about that?

Joint Oireachtas Committee on Health: Update on Neurorehabilitation Healthcare, Primary Care Centre Programme and CAMHS: HSE (3 Jul 2024)

Bernard Durkan: Has there been a noticeable improvement in the quality and rapidity of the services in those areas in line with the extra staffing levels?

Joint Oireachtas Committee on Health: Update on Neurorehabilitation Healthcare, Primary Care Centre Programme and CAMHS: HSE (3 Jul 2024)

Bernard Durkan: There are a number of CHO areas that are extremely deficient in the degree and extent of the services. There are some areas that are very deficient, where an improvement is absolutely necessary in order to address the immediate issues in those areas. What is the extent to which the Department has planned in selecting first those most deficient areas, which we know about and have discussed...

Joint Oireachtas Committee on Health: Update on Neurorehabilitation Healthcare, Primary Care Centre Programme and CAMHS: HSE (3 Jul 2024)

Bernard Durkan: Yes.

Joint Oireachtas Committee on Health: Update on Neurorehabilitation Healthcare, Primary Care Centre Programme and CAMHS: HSE (3 Jul 2024)

Joint Oireachtas Committee on Health: Update on Neurorehabilitation Healthcare, Primary Care Centre Programme and CAMHS: HSE (3 Jul 2024)

Bernard Durkan: How noticeable will that become? When will that happen? How noticeable will the improvements that the HSE expects to follow be, and how will they be monitored? For instance, are we going to see the results in three months, six months or a year?

Joint Oireachtas Committee on Health: Update on Neurorehabilitation Healthcare, Primary Care Centre Programme and CAMHS: HSE (3 Jul 2024)

Bernard Durkan: Will there be sufficient prioritisation to bring about a visible improvement in the shorter term?

Joint Oireachtas Committee on Health: Update on Neurorehabilitation Healthcare, Primary Care Centre Programme and CAMHS: HSE (3 Jul 2024)

Bernard Durkan: I have one final question. I apologise for cutting across Mr. Canavan. Reference was made to primary care, which is a very important issue. In my backyard, I notice a change of policy. I certainly was not consulted, and I do not know who was, but it looks like some people who are wiser than the public representatives decided that there should be a change to the policy. We are now going...

Joint Oireachtas Committee on Health: Update on Neurorehabilitation Healthcare, Primary Care Centre Programme and CAMHS: HSE (3 Jul 2024)

Bernard Durkan: I might not accept the rationale.

Joint Oireachtas Committee on Health: Update on Neurorehabilitation Healthcare, Primary Care Centre Programme and CAMHS: HSE (3 Jul 2024)

Joint Oireachtas Committee on Health: Update on Neurorehabilitation Healthcare, Primary Care Centre Programme and CAMHS: HSE (3 Jul 2024)

Bernard Durkan: I want to come back again along the lines Deputy Shortall was mentioning there with regard to the primary centres. In my locality, we had to attend a public meeting in the context of the recent local and European elections. It was disclosed to us that we had changed the locations. There was no consultation with anybody that I am aware of, except we were told there was no suitable site...

Ceisteanna Eile - Other Questions: Maritime Jurisdiction (2 Jul 2024)

Bernard Durkan: I welcome that extra information. It is very reassuring. We should also be aware that while our defences are improving, and rightly so, the threat is also increasing as time goes by. The Tánaiste said so himself and identified what had to be done, even though there are some discordant voices whenever that issue is raised. The Tánaiste is to be congratulated on taking the stand...

Ceisteanna Eile - Other Questions: Defence Forces (2 Jul 2024)

Bernard Durkan: 76. To ask the Taoiseach and Minister for Defence when all the recommendations contained in the report on the Defence Forces are likely to be implemented including the issues around gender-based violence, with particular reference to recent horrific events; and if he will make a statement on the matter. [28191/24]

Ceisteanna Eile - Other Questions: Defence Forces (2 Jul 2024)

Bernard Durkan: This question, similarly to those we have already dealt with, seeks reassurance regarding issues that have caused so much concern, hurt and anguish in this country at the hands of people who should know more and who should have set an example themselves but did not. The means to deal with it, as the Tánaiste set out, need to be continued and forceful.

Ceisteanna Eile - Other Questions: Maritime Jurisdiction (2 Jul 2024)

Bernard Durkan: 70. To ask the Taoiseach and Minister for Defence the extent to which the European Union might see fit to contribute towards Ireland's defence and security, with particular reference to coastal air and sea surveillance given the very significant shoreline and the multiplicity of undersea cables in the seas around the coast and the contribution this could make to European security; and if he...

Ceisteanna Eile - Other Questions: Maritime Jurisdiction (2 Jul 2024)

Bernard Durkan: This question seeks to ascertain and to encourage the European Union to make a solid contribution to the defence of the Irish coastline, which is a very long and vulnerable coastline particularly during the time in which we live. Given we have the power and willingness to do so ourselves we may need assistance because of the threat being presented from outside of the European Union.
