- Select Committee on Foreign Affairs and Trade: Economic Partnership Agreements: Motions (18 Nov 2015)
Denis Naughten: I am not a member of this committee but I have an interest in this matter and I welcome the debate. I think trade is good. We are probably one of the more forward-thinking countries in the world because we have now brought overseas development aid and trade together. That is an innovative step. Hopefully, whatever the composition of the Government that enters office after the election, I...

- Select Committee on Foreign Affairs and Trade: Economic Partnership Agreements: Motions (18 Nov 2015)
Denis Naughten: Further to my question on sanitary and phyto-sanitary provision, Ms Barrett is correct that where a problem is identified, the EU and the Department are proactive in that regard. My concern relates to the countries in respect of which no problem has been identified such as, for example, Saint Vincent, to which 200 consignments must be sent each year for three years despite that it has been...

- Social Welfare and Pensions Bill 2015: Report Stage (18 Nov 2015)
Denis Naughten: I do not articulate the individual case outlined as an individual hard case because I wish to focus on the broader issue. I am flabbergasted that the Department has taken the attitude outlined to the case raised by Deputy O'Dea because I have personal experience of other cases where the Department has averaged payments and has also done so following appeals. Will the Minister of State get...

- Social Welfare and Pensions Bill 2015: Report Stage (18 Nov 2015)
Denis Naughten: There is an error in Deputy Pringle’s amendment which reads: "The sum of the difference between €135 and €140 will only be paid to those already in receipt of social assistance and/or social insurance payment". Accordingly, if someone gets a social assistance or social insurance payment tomorrow morning, he or she would not be able to avail of it because it is only for...
- Committee on Finance, Public Expenditure and Reform: Select Sub-Committee on Finance: Finance Bill 2015: Committee Stage (Resumed) (18 Nov 2015)
Denis Naughten: On these amendments, there are two issues I want to flag, one of which I raised on Second Stage and the other I will raise here today. What the Minister is trying to do here to incentive electronic payments is a positive development. In these amendments he is trying to deal with some of the anomalies that have been flagged on foot of the introduction of this measure. As the Minister is...

Denis Naughten: It is causing a barrier in the short term in terms of the transition from cheques. The message will go out that it is from 9 December and the Commission as a whole is encouraging people to use electronic payment systems yet between now and 1 May 2016 there is an anomaly in respect of large transactions.
