Seán Fleming: I would say it is best to start that system now rather than coming back later and trying to backfill the data into an IT system. I am making a suggestion and the Department can agree or disagree as it sees fit. People are understandably frustrated with the delays and I know that lots of them are at local level, with tendering, redesign issues and so on.
