Seanad: Finance Bill 2022: Report and Final Stages (13 Dec 2022)

Paul Gavan: I second the recommendation.

Seanad: Finance Bill 2022: Report and Final Stages (13 Dec 2022)

Paul Gavan: I second the recommendation.

Seanad: Quality in Public Procurement (Contract Preparation and Award Criteria) Bill 2021: Report and Final Stages (13 Dec 2022)

Paul Gavan: I put on record Sinn Féin's support for this Bill and the excellent work Senator Higgins has done on it. The importance of guidance can be seen in the way that procurement does not work at the moment. I will give the Minister of State a concrete example. It involves a multinational company that operates in one of our hospitals in Galway and that supplies canteen staff. It pays those...

Seanad: Planning and Development and Foreshore (Amendment) Bill 2022: Committee and Remaining Stages (8 Dec 2022)

Paul Gavan: I move amendment No. 44: In page 9, to delete lines 12 to 17 and substitute the following: "appoint, for a term not in excess of one year, from persons nominated by an expedited and equitable procedure across the panel system provided for under section 106, one or more than one person who is in the opinion of the Minister, a suitably qualified person, to be an ordinary member, whilst...

Seanad: Nithe i dtosach suíonna - Commencement Matters: EU Directives (30 Nov 2022)

Paul Gavan: I welcome the Minister of State. The aim of the directive is to foster sustainable and responsible corporate behaviour throughout global value chains, but it is a weak directive as it stands and, therefore, the reports that Ireland is looking to prevent the inclusion of asset managers and institutional investors from the corporate sustainability reporting directive are concerning. I will...

Seanad: Nithe i dtosach suíonna - Commencement Matters: EU Directives (30 Nov 2022)

Paul Gavan: I will take just ten seconds to emphasise one point.

Seanad: Nithe i dtosach suíonna - Commencement Matters: EU Directives (30 Nov 2022)

Paul Gavan: The Acting Chairperson is kind. It appears to me that the due diligence obligations will only apply to financial players before they provide a service, for example, insurance. Investments will not be covered and EU countries can exempt pension funds. This is glaringly a missed opportunity to strengthen the directive. Perhaps the Minister of State will comment on this point.

Seanad: An tOrd Gnó - Order of Business (30 Nov 2022)

Paul Gavan: I begin by welcoming the new Local Link service that will start this Friday between Montpelier, Castleconnell, Lisnagry and Newport. The service is badly needed since we lost our post office last month. It is very welcome. The bus service will be in operation for the next couple of months. We are expecting our new post office to open in February. I was pleased to meet with Local Link...

Seanad: Credit Guarantee (Amendment) Bill 2022: Second Stage (29 Nov 2022)

Paul Gavan: The Minister of State is very welcome. I think he will be here again later tonight, so I hope he had his Weetabix this morning. I welcome the Bill on behalf of my party. The Bill will make amendments to the Credit Guarantee Act 2012 with the aim of supporting the needs of businesses during this time of rising inflation and costs caused by Russian's invasion of Ukraine. The development of...

Seanad: An tOrd Gnó - Order of Business (24 Nov 2022)

Paul Gavan: I wish to begin by welcoming the Ukrainian ambassador. I was extremely disappointed to hear Senator Malcolm Byrne use an issue like the horrific invasion of Ukraine to try to score a cheap party-political point. He could have taken one moment before speaking today to check with me or with any of my Sinn Féin colleagues and we would have informed him that our MEP, Chris MacManus, is...

Seanad: An tOrd Gnó - Order of Business (24 Nov 2022)

Paul Gavan: The issue I want to raise this morning-----

Seanad: An tOrd Gnó - Order of Business (24 Nov 2022)

Paul Gavan: I thank the Cathaoirleach. The issue I want to raise this afternoon is the Raise the Roof protest, which will take place on Saturday. I urge as many people as possible to come out onto the streets at 1 p.m. on Saturday to call out this Government for its housing failure. It was truly shocking to see the Minister for Housing, Local Government and Heritage, Deputy Darragh O’Brien, last...

Seanad: An tOrd Gnó - Order of Business (24 Nov 2022)

Paul Gavan: Well said.

Seanad: An tOrd Gnó - Order of Business (24 Nov 2022)

Paul Gavan: It is important to visit those facts.

Seanad: Ireland's Military Neutrality: Motion [Private Members] (23 Nov 2022)

Paul Gavan: Like my colleague, Senator Ó Donnghaile, I welcome this debate and congratulate Senator Clonan and his colleagues on tabling the motion. It is great to have someone in the Chamber who has genuine military knowledge and experience that we can and should listen to.

Seanad: Ireland's Military Neutrality: Motion [Private Members] (23 Nov 2022)

Paul Gavan: Some of the Senator's contributions on the current war in Ukraine have been extremely valuable. Like others, I have been listening to his contributions on Eamon Dunphy's podcast, "The Stand". They give us all a really good insight. This is a timely and welcome motion. The Senator is right that we should focus on light, not heat, and on what we all agree on. It is clear we all agree that...

Seanad: Ireland's Military Neutrality: Motion [Private Members] (23 Nov 2022)

Paul Gavan: How tight?

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Challenges Facing the Technology Sector: Discussion (23 Nov 2022)

Paul Gavan: I thank our guests for their informative presentations. I will begin with Ms Buckley. I acknowledge that IDA Ireland has done a terrific job of attracting investment to Limerick where I live. It has been a good news story for the most part. However, the Chair and I have engaged with employers from the tech sector in Limerick regarding the National Technology Park in particular. They have...

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Challenges Facing the Technology Sector: Discussion (23 Nov 2022)

Paul Gavan: I thank Ms Buckley. I am conscious that her colleague wants to come in and I am short of time. I ask Mr. Fanning to come in.

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Challenges Facing the Technology Sector: Discussion (23 Nov 2022)

Paul Gavan: I apologise for interrupting but I am short on time. I thank our guests for their answers. That pipeline is not visible in Limerick right now but let us park that point. I will move to my colleagues from IBEC. At the end of her presentation, Ms Fitzpatrick mentioned encouraging students to consider a career in technology. That still seems to be a challenge. Speaking to employers,...
