Ruth Coppinger: It has taken the Minister a while.
- Aircraft Noise (Dublin Airport) Regulation Bill 2018: Report Stage (13 Feb 2019)
Ruth Coppinger: If we look at this practically, it seems that every party has indicated it will support this group of amendments. I will be calling a vote on my amendment and I am sure others may do so on theirs. That is the best way to sort out this because we will not change the Minister's mind. Hopefully if Fianna Fáil mobilises its forces, along with other parties we will win the vote.
- Aircraft Noise (Dublin Airport) Regulation Bill 2018: Report Stage (13 Feb 2019)
Ruth Coppinger: It is extremely frustrating for residents that the Minister does not even seem to bother offering a good reason as to why he will not include this in the legislation. He has not even tried to formulate a reason, he has just said that he will incorporate it later. A number of the residents who are in the Public Gallery have done a lot of research on the topic because they have to. Their...

Ruth Coppinger: I move amendment No. 1:In page 6, between lines 8 and 9, to insert the following:" "Balanced Approach" means both the International Civil Aviation Organisation's (ICAO) agreed hierarchy of measures designated to reduce the adverse impact of aircraft noise on those living in the vicinity of an airport and the recommendations for aircraft noise published in the World Health...

- Nurses, Midwives and Paramedics Strikes: Motion [Private Members] (13 Feb 2019)
Ruth Coppinger: I move:That Dáil Éireann: notes that:— nurses and midwives have taken industrial action to end wage restraint, lack of pay parity and against the working conditions they are faced with; — there is a crisis in recruitment and retention of nurses and midwives as a result of pay and conditions they are faced with; — like all workers, nurses and midwives have seen...
- An tOrd Gnó - Order of Business (12 Feb 2019)
Ruth Coppinger: That was an excuse to get the Taoiseach to talk about the nurses' strike and the deal because we are dealing with questions on promised legislation.
- An tOrd Gnó - Order of Business (12 Feb 2019)
Ruth Coppinger: Pay parity was written on the placards.
- An tOrd Gnó - Order of Business (12 Feb 2019)
Ruth Coppinger: Does the Taoiseach not think that would help?
- An tOrd Gnó - Order of Business (12 Feb 2019)
Ruth Coppinger: Where does the FEMPI legislation now stand in light of the offer to nurses following the strike? Two weeks ago, the Taoiseach stood where he is now and told the entire country there was no money for nurses. With just three days of industrial action by nurses and massive support from the public, a new pay scale and pay offer came about. Nurses and workers everywhere will take note that...
- An tOrd Gnó - Order of Business (12 Feb 2019)
Ruth Coppinger: Nurses were not paid properly in Deputy Howlin's day.
- An tOrd Gnó - Order of Business (12 Feb 2019)
Ruth Coppinger: It is obvious that the Minister made a political statement. It was not just a personal apology. The Members of the House must be given an opportunity to question him in detail about these costs. The nation is aghast that there is no money for nurses but suddenly the purse strings can be opened endlessly for this project. Time should be allocated during which we can interrogate him further...

- National Cervical Screening Programme: Statements (6 Feb 2019)
Ruth Coppinger: I can boil it down to two issues.
- National Cervical Screening Programme: Statements (6 Feb 2019)
Ruth Coppinger: The first relates to moving forward on the HPV test, which we all know is superior. We have seen the problems with screening. Why not just cut our losses with the smear tests and set up HPV testing publicly under the healthcare system? My understanding, and perhaps the Minister will clarify, is that it does not need the same level of cytology and is a much easier test to diagnose. Why not...
- National Cervical Screening Programme: Statements (6 Feb 2019)
Ruth Coppinger: -----but many of them did not have international accreditation.
- National Cervical Screening Programme: Statements (6 Feb 2019)
Ruth Coppinger: There were various levels. This is a problem. This is not something that is not a problem. Second, when they made mistakes they did not go back and review them, as is best practice. In fact, a proper mechanism was not put in place. The key problem arises if laboratories are operating purely for private profit, where cost increasingly becomes a criterion for granting those contracts....
- National Cervical Screening Programme: Statements (6 Feb 2019)
Ruth Coppinger: -----including Deputies and Senators some of whom have been speaking on this topic.
- National Cervical Screening Programme: Statements (6 Feb 2019)
Ruth Coppinger: Do not listen to lectures about us scaremongering. I fully believe in science and national screening but there is a huge problem with issues such as this being privatised in another country. We cannot have multidisciplinary team clinical team meetings because there is a time-lapse. It has nothing to do with Honolulu; it is the fact there is a distance. Of course it is problematic.
