Seanad: Child and Family Agency Bill 2013: Second Stage (27 Nov 2013)

Jillian van Turnhout: Hear, hear.

Seanad: Child and Family Agency Bill 2013: Second Stage (27 Nov 2013)

Jillian van Turnhout: The Minister is, as always, very welcome to the House, especially so given her introduction of the Bill before us. It provides us with immense potential to streamline and co-ordinate services for children. It is a huge and impressive undertaking involving three source agencies – the HSE, the Family Support Agency and the National Educational Welfare Board. I see the evidence and...

Joint Oireachtas Committee on Health and Children: Health Information and Quality Authority Corporate Plan 2013-2015: Discussion (26 Nov 2013)

Jillian van Turnhout: I do not want to stray from the corporate plan, which I fully endorse, but Rath na nÓg was raised. I understand that a staff member alerted HIQA, which investigated Rath na nÓg and------

Joint Oireachtas Committee on Health and Children: Health Information and Quality Authority Corporate Plan 2013-2015: Discussion (26 Nov 2013)

Jillian van Turnhout: My concern is with the chilling effect of the way HIQA reports are then used. If HIQA comes in, we now have a serious crisis on special care placements and then a waiting list, which goes against practice.

Seanad: Order of Business (26 Nov 2013)

Jillian van Turnhout: I too welcome the announcement of the Bill relating to Seanad reform, but it is only a small step. When the Taoiseach was in this House, he said there would be a meeting with leaders on reform, but I have not heard of any date for that meeting. Will the Leader advise us on whether a date has been set for that meeting? The people voted and gave us a mandate and we now need to see reform....

Joint Oireachtas Committee on Health and Children: Prevention and Treatment of Lyme Disease: Discussion (21 Nov 2013)

Jillian van Turnhout: I have a very short question, because I know we are under pressure for time. I came here to learn about this and I thank everyone involved. Some of the evidence we have heard refers to how much the symptoms being experienced must be articulated by somebody. Obviously, children do not have the same ability to do that as a fully developed adult. Are those figures presented evenly spread?

Seanad: Civil Law (Missing Persons) Bill 2013: Second Stage (20 Nov 2013)

Jillian van Turnhout: I welcome the Minister. I particularly welcome Senator Colm Burke's initiative which has us all in agreement. His Bill addresses a clear lacuna in the law governing the management of the state of a missing person presumed dead and is in keeping with the recommendations of the Law Reform Commission's report, Civil Law Aspects of Missing Persons, which was published in January. As Senator...

Seanad: Report on Grocery Goods Sector: Motion (20 Nov 2013)

Jillian van Turnhout: I welcome the Minister of State. This report is outside my work area, so it is great we can have this debate and that I can get an opportunity to hear my colleagues who have been able to provide such expertise in the drafting of the report. I thank my colleagues on the Oireachtas Joint Committee on Agriculture, Food and the Marine, namely, Senators Comiskey, Mooney, Mary Ann O'Brien, Ó...

Seanad: Order of Business (20 Nov 2013)

Jillian van Turnhout: I very much support the decision on the Companies (Miscellaneous Provisions) Bill 2013. It is the appropriate decision but I am disappointed because this is the second time we were scheduled to have a debate on youth justice, which is a critical issue. I have prepared twice for this debate and look forward to it. Will the Leader reschedule that debate at the earliest opportunity? There...

Seanad: Adjournment Debate: Direct Provision System (19 Nov 2013)

Jillian van Turnhout: I support Senator Conway. I believe there is a middle ground and a protocol could be put in place. While RIA has been very good at accommodating visits, it has taken several months to organise them. There should be a facilitated process whereby we could organise them without delay, at the very least.

Joint Oireachtas Committee on Health and Children: Sixth Report of Special Rapporteur on Child Protection: Discussion (19 Nov 2013)

Jillian van Turnhout: I might add that there is no independent complaints mechanism and no inspection structure. I know Dr. Shannon has called for such a system in his reports.

Joint Oireachtas Committee on Health and Children: Sixth Report of Special Rapporteur on Child Protection: Discussion (19 Nov 2013)

Jillian van Turnhout: Absolutely.

Joint Oireachtas Committee on Health and Children: Sixth Report of Special Rapporteur on Child Protection: Discussion (19 Nov 2013)

Jillian van Turnhout: People who work with children, including those involved with non-governmental organisations and service providers, will have dealt with shattered lives. When I read the Roscommon report, for example, I learned that our service was using part of the budget we were spending on the family in question to buy alcohol, and did not see that as a risk factor. That is a big issue.

Joint Oireachtas Committee on Health and Children: Sixth Report of Special Rapporteur on Child Protection: Discussion (19 Nov 2013)

Jillian van Turnhout: We all have a very strong opinion on the alcohol sponsorship. I fully agree with Dr. Shannon on the aftercare issue. Deputy Ó Caoláin has asked those questions. I will move to the child and family agency. The main issues that Dr. Shannon raised were alcohol, child and adolescent mental health, the role of the public health nurses and children with disabilities but none of those...

Joint Oireachtas Committee on Health and Children: Sixth Report of Special Rapporteur on Child Protection: Discussion (19 Nov 2013)

Jillian van Turnhout: Do I start or do I-----

Joint Oireachtas Committee on Health and Children: End-of-Life Care: Discussion (Resumed) (14 Nov 2013)

Jillian van Turnhout: And the Seanad.

Joint Oireachtas Committee on Health and Children: End-of-Life Care: Discussion (Resumed) (14 Nov 2013)

Jillian van Turnhout: We are. The people have given us a mandate.

Joint Oireachtas Committee on Health and Children: End-of-Life Care: Discussion (Resumed) (14 Nov 2013)

Jillian van Turnhout: They are in process.

Joint Oireachtas Committee on Health and Children: End-of-Life Care: Discussion (Resumed) (14 Nov 2013)

Jillian van Turnhout: I thank the witnesses for their comprehensive presentations to us. I will not touch on every presentation but a general thread running through them was the relationship between the staff, the patient and the relatives - the triangle, so to speak. Mr. Nolan spoke about staff being confident, competent and comfortable but my thoughts were about the patient and words such as "consent",...

Seanad: Gas Regulation Bill 2013: Committee and Remaining Stages (13 Nov 2013)

Jillian van Turnhout: Amendment No. 33 has been ruled out of order as it is in conflict with the principle of the Bill.
