Catherine Murphy: I want to finally ask a question about the deaths of horses. Last year 111 horses died within 48-hours of racing with something like 130 more dying within a month of that. Can Mr. Sheahan tell us what the industry is doing to reduce the rate of deaths following horse racing?

Catherine Murphy: Regarding the licensing system, Mr. Sheahan said that the Department looks back for three years to see whether there was a conviction, if it is going to license someone. With what the Department knows now, will that licensing system change? Will Mr. Sheahan be recommending changes?

Catherine Murphy: The last thing we want is to be back here talking about this kind of thing again. It seems that the licensing system is pretty key. Horse Racing Ireland told us about the value of the industry and the number of jobs, and a lot of those are pretty hard jobs as well. Obviously, what we saw last week did not all relate to the horse racing side but it certainly has implications with regard...

Catherine Murphy: What was the total cost of the CCTV project? Has it produced any evidence of improper or prohibited behaviour? I hope it has not but it is a deterrent.

Public Accounts Committee: Business of Committee (20 Jun 2024)

Catherine Murphy: We were told that the jockey emergency fund was audited by a private audit firm. Would that show up? Would there even be a note of other entities that they have some connection with?

Public Accounts Committee: Business of Committee (20 Jun 2024)

Catherine Murphy: Yes.

Public Accounts Committee: Business of Committee (20 Jun 2024)

Catherine Murphy: We were talking about the governance structure of HRI and the IHRB, which is set out in legislation. It does not seem to be a normal type of relationship. It is confusing.

Public Accounts Committee: Business of Committee (20 Jun 2024)

Catherine Murphy: Is there something the committee could recommend to change that? Is that a function of this committee or is it the function of the Comptroller and Auditor General's office to draw attention to things that are not ideal.

Public Accounts Committee: Business of Committee (20 Jun 2024)

Catherine Murphy: Yes. I would have thought if you are receiving your funding from an entity it puts you in an impossible position. If we are making a recommendation, we should draw attention to that. It is far from ideal.

Public Accounts Committee: Business of Committee (20 Jun 2024)

Catherine Murphy: I would not regard it as good governance.

Public Accounts Committee: Business of Committee (20 Jun 2024)

Catherine Murphy: The Department has a much bigger role than was appreciated. There was an expectation that the IHRB had a role but the issues that emerged are down to the Department.

Public Accounts Committee: Business of Committee (20 Jun 2024)

Catherine Murphy: It is still a lot of money, even at that.

Public Accounts Committee: Business of Committee (20 Jun 2024)

Public Accounts Committee: Business of Committee (20 Jun 2024)

Catherine Murphy: Can we ask the NTA if that is the case and what the lead-in time is?
