- Seanad: Order of Business. (9 Mar 2010)
Ivana Bacik: I am sorry; I thought he was nodding in agreement. In 2010 it is no longer acceptable that we are holding to a quaint notion that Good Friday is a day on which alcohol cannot be consumed. I am not saying we should have drunkeness on the streets. However, as Senator O'Toole said, let those of us who do not believe Good Friday is a particularly special day choose to do what we want to do in...
- Seanad: Order of Business (3 Mar 2010)
Ivana Bacik: On a point of order, the Leader promised he would revert to me regarding a debate on the Sub-Committee on Women's Participation in Politics.
- Seanad: Order of Business (3 Mar 2010)
Ivana Bacik: I am obliged.
- Seanad: Order of Business (3 Mar 2010)
Ivana Bacik: Hear, hear.
- Seanad: Order of Business (3 Mar 2010)
Ivana Bacik: I second the amendment proposed by Senator Fitzgerald calling for a debate on this most disturbing report, which is of deep concern to all of us. In 2010, with all the revelations and reports we have had, we are still seeing such immense failings in our child protection system. I also seek a debate on banking on a day when the front page of the Irish Independent states AIB will impose a 0.5%...
- Seanad: Order of Business (3 Mar 2010)
Ivana Bacik: It is most unedifying. In the criminal system there is much criticism of the rotating door in the prison system. It would be more damaging to see a rotating door in the Cabinet as Green Party Ministers come and go out of office in order to give everyone a share of the spoils. I also ask for a debate on third level education. As someone who has been involved in third level education for...
- Seanad: Order of Business (3 Mar 2010)
Ivana Bacik: On a point of order, the Labour Party never played pass the parcel with ministerial office.
- Seanad: Order of Business (3 Mar 2010)
Ivana Bacik: Will the Senator vote with us?
- Seanad: Criminal Justice (Money Laundering and Terrorist Financing) Bill 2009: Second Stage (2 Mar 2010)
Ivana Bacik: Like the other speakers, I welcome the Minister of State and the Bill. I believe it was welcomed on all sides in the Dáil too on Second Stage in November, followed by the Committee and Report Stages in January and February, respectively. Like Senator Regan, however, I am somewhat critical of the Government in terms of the delay in bringing forward this legislation which we all agree is...
- Seanad: Criminal Justice (Money Laundering and Terrorist Financing) Bill 2009: Second Stage (2 Mar 2010)
Ivana Bacik: I accept the Minister of State's point that the timeframe was an issue. I wish to speak briefly about the specifics of the Bill. I welcome the broader definition of "criminal conduct" and "proceeds of crime" in section 6 and the cross-border dimension. I note, and the Minister highlighted, the interesting mens rea requirement for the crime of money laundering, namely, that it can be proven...
- Seanad: Criminal Justice (Money Laundering and Terrorist Financing) Bill 2009: Second Stage (2 Mar 2010)
Ivana Bacik: I beg the Chair's indulgence. There are two interesting models elsewhere. In Britain a five year strategy has been adopted in conjunction with its legislation on anti-money laundering and counter terrorist financing. In Belgium the legislation is to include a question and answer form for evaluation of clients' risk profile. That would be a useful model for us to adapt in this legislation....
- Seanad: Criminal Justice (Money Laundering and Terrorist Financing) Bill 2009: Second Stage (2 Mar 2010)
Ivana Bacik: ââand whether it is appropriate for the Minister to act as monitor for designated persons but I look forward to discussing all of those issues and more on Committee Stage.
- Seanad: Criminal Justice (Money Laundering and Terrorist Financing) Bill 2009: Second Stage (2 Mar 2010)
Ivana Bacik: Can one chase a red herring?
- Seanad: Order of Business (2 Mar 2010)
Ivana Bacik: I will be brief. First, will the Leader confirm we will be having a debate on women's participation in politics next Tuesday? Second, I support calls for a debate on banking. We need to ask two key questions in this House. Why can Postbank be allowed go to the wall and yet Anglo Irish Bank is apparently of such systemic importance that it must be saved no matter what at enormous cost to...
- Seanad: Order of Business (25 Feb 2010)
Ivana Bacik: Will the Leader arrange a debate on the timing of debates? It was deeply ironic that yesterday on the same day we debated the welcome initiative relating to children's rights, we also debated the outrageous cuts to the number of SNAs for children with special needs. It is wrong that on the one hand the Government is speaking forcefully about the rights of children while, on the other, it is...
- Seanad: Order of Business (25 Feb 2010)
Ivana Bacik: I also seek a debate on the preservation of our history. This has been an historic week in the context of political upheaval and resignations. I refer to a matter raised by Senator Quinn weeks ago regarding the National Archives. It has been proposed that the National Archives of Ireland and the Irish Manuscripts Commission should be merged into the National Library of Ireland, which has...
- Seanad: Order of Business (25 Feb 2010)
Ivana Bacik: I thank the Leader.
- Seanad: Arbitration Bill 2008: Committee and Remaining Stages (24 Feb 2010)
Ivana Bacik: I welcome the passage of the Bill and add my voice to that of Senator Regan in my party's welcome for it. We decided in the Labour Party not to table amendments to it. However, I raised a number of concerns on Second Stage which the Minister of State indicated he would take on board. It is welcome that we are streamlining arbitration procedures. It is extremely important that we would...
- Seanad: Arbitration Bill 2008: Committee and Remaining Stages (24 Feb 2010)
Ivana Bacik: We do not nitpick just for the sake of it.
- Seanad: Arbitration Bill 2008: Committee and Remaining Stages (24 Feb 2010)
Ivana Bacik: I am obliged to the Minister of State for that response.
