Paul Murphy: I support the amendment while taking on board the Minister's points. A choice is being given to tenants, but it should be given to everyone, including council tenants. We support the amendment and I am open to listening to Deputy Burton on how to deal with this issue now or on Report Stage. As a basic principle, the scheme should be open to council tenants.
