- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Rising Cost of Motor Insurance: Discussion (Resumed) (14 Sep 2016)
Gerry Horkan: I have some final questions. Are there sufficient actuaries in the country? One might say they should be everywhere, but we seem to have a shortage of nurses, doctors and consultants. There was anecdotal evidence that the Central Bank was having difficulty retaining actuaries. I am not sure if that is a matter of what it was willing to pay versus the market rate or rather that the State...
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Rising Cost of Motor Insurance: Discussion (Resumed) (14 Sep 2016)
Gerry Horkan: Is it fair to say there is a shortage of them? Would companies like to have more than they do?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Rising Cost of Motor Insurance: Discussion (Resumed) (14 Sep 2016)
Gerry Horkan: While it probably will be less relevant in this scenario, I have put the following question to quite a number of delegations. Were the witnesses in the committee's position, what questions would they put to Insurance Ireland? I am not sure the question is as relevant in this case, because both delegations have more or less stated they have relatively good relationships with or involvement...
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Rising Cost of Motor Insurance: Discussion (Resumed) (14 Sep 2016)
Gerry Horkan: Can Mr. O'Brien state precisely what four items?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Rising Cost of Motor Insurance: Discussion (Resumed) (14 Sep 2016)
Gerry Horkan: When Mr. O'Brien mentions fees, does he mean medical and legal fees, as well as fees for brokers and everybody?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Rising Cost of Motor Insurance: Discussion (Resumed) (14 Sep 2016)
Gerry Horkan: Would another helpful piece of information be a breakdown as to why 14,000 cases that come through the Injuries Board are not being consented to?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Rising Cost of Motor Insurance: Discussion (Resumed) (14 Sep 2016)
Gerry Horkan: It could improve the Injuries Board's processes. I do not suggest its processes are bad but there obviously are reasons. Everyone wants insurance companies to reject fraudulent claims and to refuse to pay out on them. Equally, there are liability issues but it would be helpful to know whether the incidence of fraud was 10% or 90%, whether the incidence of liability issues was 10% or 90% or...

Gerry Horkan: Yes, but that only happens in approximately 10% of cases on the industry's part.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Rising Cost of Motor Insurance: Discussion (Resumed) (14 Sep 2016)
Gerry Horkan: All right. I will ask Mr. Gary Dunne the same question.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Rising Cost of Motor Insurance: Discussion (Resumed) (14 Sep 2016)
Gerry Horkan: I thank Mr. Dunne. On behalf of the joint committee and myself as Acting Chairman, I thank Mr. Stephen Watkins, Mr. Conor O'Brien, Mr. Maurice Priestley, Mr. Gary Dunne and Mr. Ronan Mulligan for their contributions, their papers submitted in advance, their open and honest opening statements and their highly involved discussions with all the joint committee's members. Equally, I thank all...
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Rising Cost of Motor Insurance: Discussion (Resumed) (13 Sep 2016)
Gerry Horkan: I thank the witnesses for their opening statements and their interaction to date, which has been very helpful. I did not disagree with any of our milder members on the various points they put across to the witnesses. All of the witnesses come from a relatively specialised or narrow part of the economy and they are equally important in their different ways. Everybody uses taxis, we are all...
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Rising Cost of Motor Insurance: Discussion (Resumed) (13 Sep 2016)
Gerry Horkan: I believe this is our fifth session of hearing from the various people we have invited to appear before the committee, and we have heard from many people. During the hearings we have heard about averages of 35%, 40% and 45% in the wider motor insurance industry. It is clear that Ms Murphy's industry is being targeted far more, by tenfold multiples. She is saying that somebody who was...
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Rising Cost of Motor Insurance: Discussion (Resumed) (13 Sep 2016)
Gerry Horkan: The 300% is in one case. Does Ms Murphy have any figures on the industry average?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Rising Cost of Motor Insurance: Discussion (Resumed) (13 Sep 2016)
Gerry Horkan: The association's members have not compiled one.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Rising Cost of Motor Insurance: Discussion (Resumed) (13 Sep 2016)
Gerry Horkan: Is there an understanding in the industry that there has been an increase in accidents, claims or events that cause insurance companies' costs to rise? It has become evident from our deliberations up to now that everybody feels our vehicles are getting older and that we, as drivers, are getting older and more experienced, yet all our premiums are increasing. There is no change in the...

Gerry Horkan: I do not think we can blame the country for being competitive-----
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Rising Cost of Motor Insurance: Discussion (Resumed) (13 Sep 2016)
Gerry Horkan: Ms Murphy's point is very well made and we had not heard it until today, which is good. We heard from ISME, IBEC and the Small Firms Association last week, as well as the AA, the young drivers and Age Action, but nobody was talking about that. We saw how deregulation in the airline industry worked. It was very much driven by Europe back in the 1990s. It has not happened here at all and Ms...
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Rising Cost of Motor Insurance: Discussion (Resumed) (13 Sep 2016)
Gerry Horkan: My next question was going to be whether Ms Murphy feels - I will be asking the question of all the witnesses - insurance companies are soft on claims-----
