Charles Flanagan: As far as service providers are concerned, a payment is made in accordance with the contract for the provision of the premises. Presumably, costs will rise from time to time, given the numbers of persons involved. It is not necessarily a fixed sum in accordance with a lease or contractual arrangement. There are other items of expenditure that will arise from time to time.
