Eoin Ó Broin: It is a key piece for us to understand.

Joint Oireachtas Committee on Housing, Planning and Local Government: Planning and Development Bill 2020: Department of Housing, Local Government and Heritage (8 Dec 2020)

Joint Oireachtas Committee on Housing, Planning and Local Government: Planning and Development Bill 2020: Department of Housing, Local Government and Heritage (8 Dec 2020)

Eoin Ó Broin: It is not a question that requires a response but a number of us do have more detailed questions on the substitute consent. Our difficulty is that we must table amendments at 11 a.m. on Thursday and we have not yet seen the final text of the Department's amendments because it has not been published. Eoin Ó Broin: The issue is that effectively no member of this committee or Member of the Dáil will be able to seek to amend the substitute consent portions of the Bill because that would only be approved on Committee Stage on Wednesday and will then go straight on to Report Stage.

Joint Oireachtas Committee on Housing, Planning and Local Government: Planning and Development Bill 2020: Department of Housing, Local Government and Heritage (8 Dec 2020)

Eoin Ó Broin: Again, that is no criticism of the officials, but it is the first time this has ever happened during my time in the Oireachtas. I would like my discontent recorded in the minutes. Again, that is no criticism of Mr. Lemass or Mr. Kelly.
