Denis O'Donovan: I must remind Members that we spent three hours yesterday on Second Stage and we are now almost three hours on the Schedule this morning. We are due to complete the Bill before 3 p.m. The Minister of State has responded in detail already and I am not going to inhibit his response. However, we must bear in mind our time constraints.

Denis O'Donovan: I welcome the Minister of State, Deputy Joe Costello. Before Committee Stage commences, I would like to deal with a procedural matter relating to Bills to amend the Constitution. The substance of the debate on Committee Stage relates to the wording of the proposed constitutional amendment which is contained in the Schedule to the Bill. Denis O'Donovan: It is like putting the cart slightly before the horse. In other words, the Schedule is agreed to first, followed by the sections of the Bill. I do not believe it makes any practical difference. It is a long-standing tradition when dealing with constitutional amendments. Senators will still have a chance to speak to the sections.
