Seanad: Use of Irish Airports: Motion. (14 Jun 2006)

Timmy Dooley: I am proud to have been elected a member of the Seanad by the councillors throughout Ireland, especially in County Clare. I will continue to represent my own views, in consultation with their views, as long as I am here. I hope that is for some time to come. There have been references to blood money. It is ironic to discuss it in that context when one considers that Germany was very opposed...

Seanad: Road Traffic Bill 2006: Committee Stage. (14 Jun 2006)

Timmy Dooley: Might it be possible for the Garda to ask the person in question, or to make the Bill's provision known to the person in question? The Garda do so when issuing general cautions. Might it be possible to suggest that a garda could first raise the question with the individual concerned, asking him or her whether he or she had been convicted within the previous five years and on receiving a...

Seanad: Road Traffic Bill 2006: Committee Stage. (14 Jun 2006)

Timmy Dooley: I welcome what the Minister has set out in the Bill regarding the issue of in-car entertainment and other modern technologies. Obviously, it is all about driver behaviour and ensuring drivers concentrate on the management of the vehicle and on the road. Something which is not in this section but to which the Minister of State might give consideration at a later stage, is the issue of scenic...

Seanad: Road Traffic Bill 2006: Second Stage. (8 Jun 2006)

Timmy Dooley: I welcome the Minister and the Bill. It is the second road safety Bill we have discussed in the House recently, the other being the Road Safety Authority Bill. Despite what Senator Coghlan and others may say, this Bill clearly shows the commitment of the Government to dealing with the scourge of road deaths. Dealing with road accidents cannot be seen purely as the remit of the Government. It...

Seanad: Health (Repayment Scheme) Bill 2006: Second Stage (Resumed). (7 Jun 2006)

Timmy Dooley: The real wrong that is being done is that unfortunately this money will now be used to facilitate families whose loved ones are deceased. In many cases the money would be better spent in the provision of services and facilities for the care of the elderly. It is the first time since I was elected to the House that I have not welcomed a Bill. While I recognise its necessity to address certain...

Seanad: Search and Rescue Service. (7 Jun 2006)

Timmy Dooley: I welcome the Minister of State, Deputy Parlon. I wish to raise this important matter which I have previously raised in the House. It relates to the provision of a station house at Doolin, County Clare, for the coastguard search and rescue service. This issue was brought into sharp focus last November when four young men lost their lives in the Atlantic ocean off the Clare coast. While it is...

Seanad: Search and Rescue Service. (7 Jun 2006)

Timmy Dooley: I thank the Minister of State for his reply.

Seanad: Search and Rescue Service. (7 Jun 2006)

Timmy Dooley: Depending on which side one talks to, it has been suggested that there has only been vague contact between an individual in the Department of Finance negotiating on its behalf and an agent representing the landowner. I do not know the departmental official in question. Time has elapsed. I am aware that the Minister of State understands the need to ensure that there are no further incidents...

Seanad: Order of Business. (7 Jun 2006)

Timmy Dooley: I join with other Senators in calling for a debate on the report of the Council of Europe into the issue of rendition. I have only had a brief opportunity to go through the documentation that has been released today but I believe the report lacks credibility.

Seanad: Order of Business. (7 Jun 2006)

Timmy Dooley: It lacks credibility because it makes allegations——

Seanad: Order of Business. (7 Jun 2006)

Timmy Dooley: ——that are baseless.

Seanad: Order of Business. (7 Jun 2006)

Timmy Dooley: No evidence is provided to back up the allegations. Emotive language is spattered throughout the report, such as phrases like "spider's web" and "collusion". This clearly shows the report lacks objectivity.

Seanad: Order of Business. (7 Jun 2006)

Timmy Dooley: It is evident that Senator Marty has come to this matter with a biased opinion and created a report around it. I strongly reject the use of the word "collusion" in reference to the Government.

Seanad: Order of Business. (7 Jun 2006)

Timmy Dooley: If one gets a dictionary definition of the word "collusion", it refers to a secret agreement between two or more parties for a fraudulent, illegal or deceitful purpose.

Seanad: Order of Business. (7 Jun 2006)

Timmy Dooley: Are we as parliamentarians prepared to accept that the Government is involved in this——

Seanad: Order of Business. (7 Jun 2006)

Timmy Dooley: ——considering that the Government has sought and received assurances from the US Administration——

Seanad: Order of Business. (7 Jun 2006)

Timmy Dooley: ——as to whether prisoners are going through Shannon Airport?

Seanad: Order of Business. (7 Jun 2006)

Timmy Dooley: It has been given assurances that no prisoners have been brought through the airport. We talk about indictments and the way in which Ireland has been besmirched by this issue. In the report I have received there are three lines which use the emotive language of collusion and makes reference to the preponderance of evidence gathered. It lists Shannon Airport as being among those airports used...

Seanad: Order of Business. (7 Jun 2006)

Timmy Dooley: We are now prepared to water it down and are concerned about the refuelling of aeroplanes. Where will it stop?

Seanad: Order of Business. (7 Jun 2006)

Timmy Dooley: It is important that we have a debate on this issue so that we can tease out the details of this report and show it up for what it is, namely, a baseless and biased report that lacks any credibility because it contains no evidence to back up its claims.
