Finian McGrath: Retailers, small businesses, etc., are worried about what is being done. This measure is what I call a "Nidge" tax. The criminal gangs are rubbing their hands together because they are going to make more money from smuggling in cigarettes than they will from bringing in heroin, cannabis or any other drug.
