- Joint Oireachtas Committee on Foreign Affairs and Trade: Africa Week: Discussion with Value Added in Africa (29 May 2013)
David Norris: Mr. O'Caoimh could supply the committee with the certification, which we could examine, and perhaps we could issue a statement that we approve of the work he is doing. Such an endorsement might help him to deal-----
- Joint Oireachtas Committee on Foreign Affairs and Trade: Africa Week: Discussion with Value Added in Africa (29 May 2013)
David Norris: It is a central theme of Dan Brown's latest novel.
- Seanad: Special Educational Needs Services Provision: Motion (29 May 2013)
David Norris: I commend my colleague, Senator Mullen, for tabling this important matter, about which I only became aware recently as I travelled from one committee meeting to another. Two charming young women approached me and lobbied me about this matter because they both have Down's syndrome children with a reasonably high IQ. It is really appalling that the children should be disadvantaged simply...
- Joint Oireachtas Committee on Foreign Affairs and Trade: Africa Week: Discussion with Value Added in Africa (29 May 2013)
David Norris: I compliment Mr. O'Caoimh on his clear and lucid presentation. There are elements of hope in it. Deputy Brendan Smith has already raised a question about which I was concerned, but I would like to explore it a little further. I am talking about political bias. What is the nature of the bias? What measures can be taken to overcome that bias? Is there a way in which the committee can...
- Joint Oireachtas Committee on Foreign Affairs and Trade: Africa Week: Discussion with Value Added in Africa (29 May 2013)
David Norris: I beg your pardon, the trade what?
- Seanad: Public Health (Tobacco)(Amendment) Bill 2013: Committee Stage (29 May 2013)
David Norris: I wish to alert the Minister to something I raised on the Order of Business a couple of weeks ago. We received a very glossy brochure from some crowd with a name like CDFI. They did not identify themselves and I had to go to quite a lot of trouble to discover they were representing a subsidiary of the tobacco industry. They were pushing exactly the line about which the Minister spoke, that...
- Seanad: Public Health (Tobacco)(Amendment) Bill 2013: Committee Stage (29 May 2013)
David Norris: I regret I was not here for the earlier part of the discussion because I was involved in the Joint Committee on Foreign Affairs and Trade where we had an equally significant discussion. I am happy to have this opportunity to support my colleague. I understand he is not pressing either of these two amendments, largely because the Minister and himself are ad idem on these matters. The...
- Seanad: Order of Business (29 May 2013)
David Norris: Do we have the name of the well known public servant who put this idea into the Taoiseach's head?
- Seanad: Order of Business (29 May 2013)
David Norris: I just want to put on the record that this House, yesterday, discussed diesel laundering-----
- Seanad: Order of Business (29 May 2013)
David Norris: -----and other issues raised by me, my colleague, Senator Barrett, and the Fianna Fáil Members.
- Seanad: Order of Business (29 May 2013)
David Norris: I support Senator Jillian van Turnhout and hope a debate will be granted. I secured such a debate on the economy; therefore, what the Senator desires is possible; it has been done during this session. The welfare of children is a very important issue. Has the Deputy Leader an update on the question I have raised repeatedly for many months, namely, the registration of various lobbying groups...
- Seanad: Criminal Law (Human Trafficking) (Amendment) Bill 2013: Report and Final Stages (28 May 2013)
David Norris: I am grateful to the various Ministers and, in particular, their advisers, who were most helpful during the debate on this Bill. They clarified matters and allowed us to ventilate them to our satisfaction. I think it was a good day's work. I am grateful to the Leader for giving us an opportunity to have these amendments discussed.
- Seanad: Criminal Law (Human Trafficking) (Amendment) Bill 2013: Report and Final Stages (28 May 2013)
David Norris: I would like the Minister of State to try to seek an undertaking from his colleagues in this regard. In the future, when Government amendments that are consequent on Seanad debates are being considered, those amendments should be registered with the Seanad in the first instance, rather than going to the Dáil, so it is clear to the public that this House is doing its work.
- Seanad: Criminal Law (Human Trafficking) (Amendment) Bill 2013: Report and Final Stages (28 May 2013)
David Norris: I thank the Minister of State.
- Seanad: Criminal Law (Human Trafficking) (Amendment) Bill 2013: Report and Final Stages (28 May 2013)
David Norris: I thank my colleagues for their moral support in this matter. I value what Senator Hayden said but with regard to the point about educational purposes, perhaps I should have used the phrase “purported educational ... purposes”. Even so, it is such a minor procedure to take a DNA test. Accordingly, it would not be too excessive to ask for one, even where a display purports to...
- Seanad: Criminal Law (Human Trafficking) (Amendment) Bill 2013: Report and Final Stages (28 May 2013)
David Norris: I support Senator Ó Clochartaigh. As I said the other day, it is possible to rule out any amendment tabled in the Seanad on the basis that it causes an expense to the Exchequer. The very printing of an amendment causes an expense. This is utter nonsense. When we reform the Seanad, I hope we will do away with this absurdity-----
- Seanad: Criminal Law (Human Trafficking) (Amendment) Bill 2013: Report and Final Stages (28 May 2013)
David Norris: -----that we rule out so many valuable amendments that would improve the welfare, morally and politically, of this country.
- Seanad: Criminal Law (Human Trafficking) (Amendment) Bill 2013: Report and Final Stages (28 May 2013)
David Norris: The Minister of State has given a clear explication of the Bill and the impact of previous legislation. I am now satisfied that my concerns can be allayed in this matter. This is very welcome and I am pleased the matter has been explained. I had made a note to query if SI 325 of 2012 applied in Ireland. The Minister of State has made it clear that these provisions do apply. The position...
- Seanad: Criminal Law (Human Trafficking) (Amendment) Bill 2013: Report and Final Stages (28 May 2013)
David Norris: I move amendment No. 4: In page 6, between lines 11 and 12, to insert the following:“4.--The trafficking in human cadavers shall be limited to such medical or bona fide medical and scientific purposes and in circumstances where such cadavers are exhibited for educational or entertainment purposes and/or for gain the proprietors of any such exhibition shall be required to furnish DNA...
- Seanad: Criminal Law (Human Trafficking) (Amendment) Bill 2013: Report and Final Stages (28 May 2013)
David Norris: I move amendment No. 1: In page 4, between lines 2 and 3, to insert the following:"(I) constitutes a felony under Irish law or involves the harvesting of human organs,".I thank the Leader for allowing us latitude in bringing forward these amendments. What I am seeking here is information. Subsection 1(a)(d)(ii)(I) of the Bill refers to an activity in a place other than the State which...
