Jim O'Callaghan: I thank the witnesses for coming. I will get to the core of what GSOC is asking the Oireachtas to do. Is Ms Justice Ring saying that Part 4 of the Act is too cumbersome because the ombudsman commission is required to investigate what are considered very minor complaints which should preferably be dealt with by the Garda as the employer?
