Joint Oireachtas Committee on Children and Youth Affairs: Issues Regarding Childcare Facilities: Discussion (31 Jul 2019)

Denise Mitchell: I want to come back to Tusla and its opening statement on information on actions taken prior to the RTÉ broadcast. Tusla said the following, "Hyde and Seek, Tolka Road, has been subject to a significant level of regulatory enforcement activity and referrals have been made to Tusla’s child protection and welfare services." I am concerned about that. When did that happen? I know...

Joint Oireachtas Committee on Children and Youth Affairs: Issues Regarding Childcare Facilities: Discussion (31 Jul 2019)

Denise Mitchell: I know, I do not want specifics but have the parents been notified?

Joint Oireachtas Committee on Children and Youth Affairs: Issues Regarding Childcare Facilities: Discussion (31 Jul 2019)

Denise Mitchell: I get that Tusla tries to identify the child but this has to be looked at from the parents' perspective. We are putting our must valued possessions into these creches. This is the bit I find alarming, and I am not being disrespectful to anyone. As a parent, I put my priceless possession into a creche and something is happening and Tusla has concerns about something going on in that creche...

Joint Oireachtas Committee on Children and Youth Affairs: Issues Regarding Childcare Facilities: Discussion (31 Jul 2019)

Denise Mitchell: I know there is due process but that is one's child. That is a parent's child and in many cases, the parents, particularly in Dublin, are paying the equivalent of mortgages to some of these services so we have a right to know. Some are paying more than they pay for their mortgages so we have a right to know what is going on with our children.

Joint Oireachtas Committee on Children and Youth Affairs: Issues Regarding Childcare Facilities: Discussion (31 Jul 2019)

Denise Mitchell: We are all in agreement here. The message we have to get out is that parents have to be informed. We cannot keep hiding information. This is what happens around-----

Joint Oireachtas Committee on Children and Youth Affairs: Issues Regarding Childcare Facilities: Discussion (31 Jul 2019)

Denise Mitchell: Nobody wants that. Nobody is out to prejudice a case or anything else but where there are concerns around the welfare of one's child, such as when one's child is eating 70 cent noodles and drinking diluted water, as a parent I have a right to know because according to the Department's guidelines, children have to have hot meals. Children have rights so let us be clear that parents are...

Joint Oireachtas Committee on Children and Youth Affairs: Issues Regarding Childcare Facilities: Discussion (31 Jul 2019)

Denise Mitchell: We are not criticising.

Joint Oireachtas Committee on Children and Youth Affairs: Issues Regarding Childcare Facilities: Discussion (31 Jul 2019)

Denise Mitchell: A lot of issues been covered earlier, but I want to get back to the point about parents. We all know that there has been a lot of communication from parents involved with these creches and they have emailed a lot of questions to every member of this committee asking that they be posed to the witnesses. Tusla mentioned earlier that a phone line had been set up.

Ceisteanna Eile - Other Questions: Child Abuse Reports (10 Jul 2019)

Denise Mitchell: 56. To ask the Minister for Children and Youth Affairs if she is satisfied with the progress made within Tusla further to the report of the national review panel, NRP, of December 2018 into the abuse of children in care in County Galway; and if she will make a statement on the matter. [29681/19]

Ceisteanna Eile - Other Questions: Child Abuse Reports (10 Jul 2019)

Denise Mitchell: Is the Minister for Children and Youth Affairs satisfied with the progress made within Tusla in light of the NRP report of December 2018 into the abuse of children in care in Galway?

Ceisteanna Eile - Other Questions: Child Abuse Reports (10 Jul 2019)

Denise Mitchell: I thank the Minister for her response. We have to recognise the progress that has been made since this horrific case. One of the recommendations of the review panel related to the response to the allegations of abuse and the need for an integrated response. The report notes that the Department is piloting an integrated model for investigation, assessment and management of child sexual...

Ceisteanna Eile - Other Questions: Child Abuse Reports (10 Jul 2019)

Denise Mitchell: I thank the Minister for her response. Another issues raised in the review was how children who were subject to abuse felt that they were unable to tell anybody. This was made worse if the visits and inspections by Tusla were infrequent. They did not feel that they were in an environment in which they could share the information. The Minister has answered that question. The Minister will...

Ceisteanna - Questions - Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: School Completion Programme (10 Jul 2019)

Denise Mitchell: My question is to ask the Minister for Children and Youth Affairs if she has any plans to expand the SCP and if she will make a statement on the matter.

Ceisteanna - Questions - Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: School Completion Programme (10 Jul 2019)

Denise Mitchell: I cannot speak highly enough of the work being done under the school completion programme. Unfortunately, under previous Governments resources for this important programme were cut. Its move to Tusla seems to have led to many complaints from staff and teachers about how long it takes for the scheme and the activities to be approved. With everything else Tusla has on its plate, it is...

Ceisteanna - Questions - Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: School Completion Programme (10 Jul 2019)

Denise Mitchell: The half year Exchequer returns boasted of another year of record tax yields. I hope there will be more investment and supports, particularly for our young people in this programme. The Minister said there is an allocation of more than €24 million but ideally I would like it to be much more than that and I hope the Minister will champion this. We heard from co-ordinators who feel...

To ask the Minister for Children and Youth Affairs the status of the national childcare scheme; her plans to ensure low income families availing of targeted supports will not be negatively affected by the roll out of the scheme; and if she will make a statement on the matter. [29680/19]
